PMRC Members: Don't forget, we will not be meeting at noon June 29th. Instead, we will meet at 6:00 pm at Eddy's Pizza Restaurant, located at 2108 W. 15th Street (SW corner Custer/15th). We got iced out when we tried to go to Eddy's earlier in the year for Happy Hour so we're trying again. It is BYOB so bring your beverage of choice. Rotary will cover the food. See you there! NOTE: We originally intended to swear in our officers for the new Rotary Year at this Happy Hour, but some could not make it, so we are moving the induction to July 13th. |

Fire Safety and Related Matters

Professional Background Chief Biggerstaff was officially installed as the Chief of the Plano Fire Department on January 10, 2022. Chief Biggerstaff joined the fire service on March 4, 1991, with the Garland Fire Department. In 1992, he continued his firefighting career at Plano Fire-Rescue, where he was awarded Rookie of the Year in 1993 and Officer of the Year in 2013. He has served the citizens of Plano in every rank up to his current position as Plano Fire-Rescue’s Fire Chief. Chief Biggerstaff holds an Associate in Arts and Science from Mountain View College, a Bachelor in Organizational Leadership from Texas A&M Commerce, and a Master in Leadership with an Emphasis in Disaster Preparedness and Executive Fire Leadership from Grand Canyon University. He is also a graduate of the National Fire Academy’s Executive Fire Officer Program. Personal Background Chief Biggerstaff serves on the Retirement Security Plan committee and teaches the Young Adult Class at his church. He and his wife, Marcy, an elementary school educator, have been married for 30 years. Their son, Matthew, is in medical school, and their daughter, Rachel, is married and has two little girls. Chief Biggerstaff enjoys activities with his family, such as fishing, golf, hunting, and camping. |

Mr. LaRosiliere is a decorated public figure, community organizer and an expert in the financial planning and wealth management arena. He has a track record of building wealth for his clients, constituents and community, and is recognized for taking a unique approach to solving problems and building for the future. During his two-term tenure as Mayor through 2021, Mr. LaRosiliere was instrumental in driving immense economic development for Plano while improving the lives of its residents and especially, its young people. From adding over forty-thousand high paying jobs to Plano through countless major corporate relocations, to founding the Nourishing Hope program to reduce childhood hunger, as well as creating the Mayor’s Summer Internship Program and securing a partnership for Plano with Paul Quinn College’s Urban Work model, his focus on making the world a better place and inspiring others is relentless. Prior to being elected Mayor, Mr. LaRosiliere served on Plano’s City Council for 6 years from 2005 to 2011. Because of his long-term strategic and visionary approach, Mr. LaRosiliere’s work on Council set numerous critical foundations for Plano. From lowering tax rates and increasing public service to making investments in community funding, his work before and during his time as Mayor helped make Plano what it is today. The city has achieved countless national accolades and has been recognized for numerous awards like Happiest Places to Live, Best Places to Find Employment, Best City in Texas, Safest Cities in the US and Best Places to Retire. Since 2008 Mr. LaRosiliere has also been the Senior Vice President, Wealth Management at UBS, a global wealth management firm. Over the years his team has won numerous financial accolades from Forbes, Barron’s and the Financial Times, being recognized as some of the top wealth managers in the country. His appointment to UBS’ D&I Council has also allowed him to expand on the tireless work he invests in mentoring in addition to building a more diverse and inclusive organization. Prior to 2008, he held Advisor roles at Morgan Stanley, A.G. Edwards and Prudential Financial. Mr. LaRosiliere has been a Member on the Texas Health Resource Hospital of Plano Presidents Council and is currently a Member and past Board Member on the Plano Metro Rotary Club. He is avidly involved in his community and has spoken on topics ranging from leadership to education, presenting everything from State of the City Addresses as Mayor to Keynote presentations for some of Plano’s largest employers including Capital One, Toyota, Liberty Mutual, FedEx Office, NTT DATA, JP Morgan Chase, Bank of America, Ericson, Hilti, Baylor Scott-White Hospital and Boeing to name a few. He is passionate about empowering people and making positive change in the community whenever he has the opportunity. As a graduate of City College of New York, Mr. LaRosiliere holds a bachelor’s degree. In addition, he is a Certified Financial Planner (CFP) and a Certified Private Wealth Advisor (CPWA). Of all the joy in his life, he finds the most with his family, including his wife Tracy, and their two daughters, Brianna and Maya. |

BIO: Raised in Atlantic City in a family of private investigators, Rob worked his first case at the age of twelve. While aspiring as a comedian in Los Angeles in the early 90's, he was employed at a premiere investigative firm. Here, he found himself assigned to a new breed of faceless perpetrators: Online Offenders. Rob conducted some of the world’s first intellectual property-related cyber investigations, and pioneered the study of the ‘Virtual Crime Scene’. He resides in Collin County, Texas and spends his time with his wife and dogs, and his brother Jason (who works with him) and his family. He enjoys being at coffee shops or pubs; either alone with his laptop or having conversations with good people. His client portfolio includes many of those that are regularly featured on the Forbes® list of The World's Most Valuable Brands. Jeff Smith was born and raised in Gainesville, Texas and attended Callisburg High School. After graduation in 1990, he attended Baylor University where he received his Bachelor’s Degree in December of 1995. After leaving Baylor, Smith began his coaching career in Plano ISD in 1996. Over the course of seven years in Plano, he coached at Robinson MS, Schimelpfenig MS, Vines HS and served on Gerald Brence’s staff at Plano Senior High. After leaving Plano, other coaching stops included Lorena HS from 2003-2007, Lake Highlands from 2007-2009 where he was the Defensive Coordinator, and from 2010-2018, he served as the Head Football Coach and Athletic Coordinator at McKinney High School. In 2018, Smith made the transition into athletic administration and became the Assistant Athletic Director in Prosper ISD, where he remained until January of 2020. During that time as an Assistant AD, Smith returned to school to complete his Masters in Athletic Administration from Texas A&M Commerce. Finally, in February of 2020, Smith had the opportunity to come back home to Plano ISD where he assumed the role of Athletic Director. Jeff Smith has been married to his wife Kelli for 26 years and they have two children: Jake Smith, who attends the University of Texas at Dallas and Allie, who attends Collin College. |

Meet the Chief of PoliceChief Ed Drain started his law enforcement career with the Plano Police Department in 1994. He worked in Patrol, the Neighborhood Police Unit, and Traffic Investigations. He also served on the SWAT Team and the Bomb Squad. He progressed through the ranks as a Sergeant, Lieutenant, and Captain. In 2006, Chief Drain was appointed as the Assistant Police Chief, a position he held for 10 years. During that time, Chief Drain managed all operational areas of the department, including Patrol Services, Criminal Investigations, and Support Services. From June 2015 to September 2015, Chief Drain served as the Interim Chief for the Murphy Police Department while still employed with the Plano Police Department. In July 2016, Chief Drain was appointed as the Interim Chief for the Amarillo Police Department. In October 2016, Chief Drain was formally selected as the Police Chief for the Amarillo Police Department. In February 2020, Chief Drain returned to Plano to serve as the Police Chief. Prior to his career in law enforcement, Chief Drain served in the U.S. Army as an Explosive Ordnance Disposal (EOD) officer. Upon leaving active military service, he continued to serve in the Army Reserves. Between April 2004 and April 2005, he was recalled to active duty and assigned to the Third U.S. Army Corps in Iraq, where he was awarded a Bronze Star and other military decorations. Chief Drain retired from the Army Reserves in 2007 as a Lieutenant Colonel with 24 years of active and reserve military service. Education & Certifications Chief Drain is a graduate of the Institute for Law Enforcement Administration (ILEA) School of Police Supervision and the School of Executive Leadership. He is also a graduate of the FBI National Academy. He is certified by the Texas Commission on Law Enforcement (TCOLE) as an instructor and Master Peace Officer. Chief Drain has a Bachelor of Science Degree in Criminal Justice from the University of Texas at Arlington, a Certification in Public Management from the University of Texas at Dallas, and a Masters of Business Administration Degree from Amberton University. FamilyChief Drain's wife, Linda, previously worked as an Assistant District Attorney for Collin, Potter, and Randall Counties and is now retired. |

On November's 5th Wednesday - November 30, 2022, Plano Metro Rotary club will meet in McKinney for a special tour of the Collin County Courthouse, hosted by the Honorable Andrea Thompson, Presiding Judge of the 416 District Court. The tour will run from Noon to 1:00ish. We will meet at the cafeteria on the lower level (take the escalator down and head toward the back of the back of the building).
