Wade Mackey has over 18 years experience in Cyber Security and Risk Management. Professor Mackey has taught Cyber Security and IT Audit courses for Temple University for the past ten years. Prior to this he taught Cyber Security, Linux Administration, and Microsoft Office courses for Harrisburg Area Community College.
In Professor Mackey’s professional career he worked in Cyber Risk Management and IT security for both a major investment company and a major utility company. Prior to this he served nine years in the US Navy’s Nuclear Power program.
His interests are IT Risk, IT Governance, Security Governance, IT Compliance, Security Operations, Penetration Testing, and Malware Analysis.

Dave Hosler gave the invocation
After Dave Hosler gave the invocation, Christine Sable, our Programs chair, introduced the second of two Commissioner Candidates Forums, attended by more than 80 intensely interested Club members and guests. The Democrat candidates participated the previous week.
Following introduction of Republican incumbents Ray D’Agostino and Josh Parsons, Christine presented the ground rules. D’Agostino and Parsons each shared their backgrounds, qualifications, and their accomplishments as incumbent county commissioners. They then answered questions from our Rotary audience for nearly 30 minutes.
As at the previous forum, LNP covered the forum and gave the forum front page coverage. WGAL also attended and covered the Candidates Forum in their evening news programs.
Both Republican candidates touted their record as incumbents.

During the question-and -answer period, they were asked about preserving historic structures. They said that was a local problem, but that county planners have given guidelines to assist local government efforts.
Another question was whether county salary structure was competitive enough to attract the necessary talent. The reply was that the Salary Board had the freedom to pay competitive salaries.
When asked about affordable housing, they pointed to the need to get people that no longer qualify for affordable housing to move out to provide room for those that need it. They also pointed out that the prison houses many with mental needs that can’t keep out of trouble.
When it was pointed out that Lancaster County ranked first in loss of forests, they pointed out they collaborate with the Conservancy. It was also mentioned that Lancaster has low air quality ratings. The candidates responded that it was blowing in from power plants in other counties.
Josh Parsons
Parsons largely pointed to Lancaster County’s record in preserving farm land, its low crime rate, and the prison’s reentry program which reduces recidivism. He is working on the new prison planning which replaces the current prison with its 1850’s facade. He mentioned that Lancaster is No. 1 nationally in farm land preservation and that the county has repaired or replaced all county bridges during his term in office.
Ray D’Agostino
D’Agostino pointed to Lancaster’s record of fiscal stewardship. Lancaster hasn’t increased taxes in 10 years. The county has a Capital Reserves Plan and increased investment in IT. He said the commissioners are improving the County Pool and the County Court House. They have Transportation Projects using Federal and State funding. They are providing funding for natural areas preservation.

Rotary Rendezvous meetings are on the 2nd and 4th Wednesday of each month.

“Lifetime” Member nominations open.
The Board is accepting nominations for the new Lifetime Membership category for members in good standing who are
unable to attend meetings and perhaps have stopped paying dues. The designation foregoes dues and entitles the holder to receive The Transmitter and other correspondence for life. Lifetime Members need to be nominated by active Club members and approved by the board

Club goes cashless
Since our meals are now are included in our dues, there is only a need to pay for meals when we bring guests. Cash will not be accepted. Only credit cards will be accepted.

Leave of Absence Dues Modification
The new dues structure remains in place. However, any member may request a 3-month leave of absence. Dues will be $122 for this three-month period.

Joy: Past President Bob McClenathan reports that the medical mission to Zambia has been OKed to proceed.
Concern: Past President Rick Oppenheimer is in LGH rehab after an auto accident. The good news is that he expects to be released this week.
Concern: We are all saddened to hear that Lisa Lewis has resigned from the board and the club. We thank Lisa for her 7 years of Rotary service.
