Lancaster Home Rule

A main reason for the home rule effort is the city's budget deficit. The charter would allow the city to lift a state-mandated cap on earned income tax. Commission members and supporters believe home rule could provide a hefty benefit to the city. However, nothing will be finalized until residents vote on it in the November election. The commission now plans to meet twice a month. It will provide a draft of the charter 13 weeks before the November election. Residents can learn more about home rule at the city's website.
Peter Barber has lived in Lancaster City his entire life. His kids and grandchildren all live here. His business is located and operates within the city. He has served on the boards of Lancaster Chamber, Lancaster City Alliance, SoWe and ASSETS.
John McGrann has lived in Lancaster since 2005, raised a family here with his wife Mara, and owns a small business in the Stadium District with 25 employees, many of whom live in the city. McGann had the opportunity to serve on community boards as well as on City boards and commissions.
They are Lancaster Home Rule Study Commission members.
