Fred hails from Detroit Michigan and served 30 years as a US Army officer. A teaching assignment to the Army War College brought Fred to Pennsylvania in 2012 and he now resides in Middlesex Township (Carlisle area). Fred retired from the Army War College as an Army civilian instructor in July 2023. Fred’s Rotary journey began through his mother Judy Garver who was a District Governor in D6380 in Southeastern Michigan. He joined Rotary in September 2012 and is a member of the Carlisle Sunrise club. In the club, he served as the membership chairman and as the club president (2018-2019). At the district level, he has served as the Area Membership Chair and later the Assistant Governor for Group A. He is presently the District Governor- elect for District 7390 (South-Central PA). He is a graduate of the Rotary Leadership Institute (2017) and has attended Rotary Zone and International conventions. He is a member of the Paul Harris Society, the Polio Plus Society, and is a Major Donor.
Fred holds a Bachelor’s Degree in Physics from Wayne State University, a Master’s Degree in Astrophysics from Rensselaer Polytechnic Institute, and a Master’s Degree in Strategic Studies from the US Army War College. He has been awarded the Excellence in Teaching and Excellence in Service awards by the U.S. Army War College. He was awarded the Army's Pace Leadership Award by the Secretary of the Army in 2005.
Fred and his wife Donna have been married for 38 years. They have two adult sons, the oldest is an Army veteran and now in nursing and the youngest is in the molecular biology research field. Fred is involved in Boy Scouts and teaches firearm safety courses in the local community. He is an avid skeet shooter and enjoys woodworking as hobbies.

Professor Wade Mackey covered the importance of:
• Updating Systems
• Backing Up systems
• Restricting Administrative access
• Cyber Security Insurance.
Updating Systems and applications insures you have the best defense against cyber attacks. Older operating systems and applications that are no longer updated offer the most exposure to external attacks.
Backing Up systems guards on an external drive or the cloud protects agains a hardware failure or a destructive virus.
Restricting administrative access is essential. This is built in to Apple operating systems.
Cyber Security Insurance is good in that a good policy will connect you with the best experts to recover from an attack. Collecting for damages is usually difficult due to all of the requirement that need to be met to qualify.
Professor Mackey allowed a great deal of time for questions and answers.
Small businesses are not lucrative targets for attacks but are often hacked and used as vehicles from which to launch an attack and hence may be liable for something they didn’t do.
Online printers can be hacked and printed documents can be intercepted or retrieved.
Mackey highly recommends cloud backup solutions.

“Lifetime” Member nominations open.
The Board is accepting nominations for the new Lifetime Membership category for members in good standing who are
unable to attend meetings and perhaps have stopped paying dues. The designation foregoes dues and entitles the holder to receive The Transmitter and other correspondence for life. Lifetime Members need to be nominated by active Club members and approved by the board

Club goes cashless
Since our meals are now are included in our dues, there is only a need to pay for meals when we bring guests. Cash will not be accepted. Only credit cards will be accepted.

Leave of Absence Dues Modification
The new dues structure remains in place. However, any member may request a 3-month leave of absence. Dues will be $122 for this three-month period.

Joys & Concerns
Joy: Jenn De Walt welcomed twin granddaughters Aurora and Athena on Sunday. The twins were 10 weeks early but are very healthy an doing well. They will be in a NICU in northern Michigan until time to come home.
Joy: On Saturday, October 28, Bill Jefferson celebrated 63 years of being married to his wonderful wife, Betty Jean.
