Proposal for Personal Assistance Requests

 

The Committee has determined that it is not equipped to investigate, assess and monitor requests for personal assistance for such things as medical/dental treatment or devices not covered by OHIP, urgent shelter, personal care or related needs.

 

 

It is felt that an organization that has more direct community based involvement with the potential client group would be better equipped to assess and determine the validity and priority of these requests. The Committee recommends that the Salvation Army be funded and authorized to deal with these requests subject to the following terms and conditions:

 

1. The Committee would provide the Army with an assured amount of money for the Rotary year. The first year would be $10,000.00 and the committee would assess and determine if the program continues and at what amount on a year by year basis.

 

2. All requests for this funding would still come to the Committee for a preliminary review to determine if it fit the Committee's terms of reference and if the Committee was prepared to forward it to the Army, which will then do its own assessment and make the final determination.

 

3. The Army would be entitled to use its discretion to:

 

            Decline the request

 

            Refer it to another appropriate agency

 

            Approve and provide assistance from the fund.

 

4. The Committee could set blanket or individual limits on the amount of any assistance and provide other criterion to guide the Army in its deliberations.

 

5. The Army would provide the Committee with quarterly reports.

 

We understand that some other community groups and foundations have already or are contemplating similar arrangements with the Army and it is felt that a central clearing agency of the experience and stature of the Army is best equipped to be the final arbiter of these personal requests.

 

We also recommend that personal requests for assistance that relate to out of country activities, such as medical missions, sweat equity trips etc. should go to the International Service Committee not the Community Service Committee.
