Chair Richard Hawker introduced our speaker, PP Brian Trenery. Brian needed no formal introduction as a Club member and everyone knows the role that Brian has done at Club level and achieved at District level, the pinnacle being District Governor. Brian was nominated this year as the District Delegate and was one of 534 that went to Chicago to review the Rotary rules.
Brian provided a Powerpoint presentation on his time at the Council of Legislation including some photos of the meeting rooms and translation booths. Language translations were provided in English, Spanish, Korean, Japanese, French, Mandarin and Portuguese. Prior to attending the Council on Legislation, delegates needed to be knowledgeable in RI Constitution, RI Bylaws, RI Code of Policies, Club Constitution, Club bylaws, and Rotary Foundation Code of Policies and delegates were required to attend training and answer a questionnaire with an 80% pass required before proceeding.
So what has changed?
Minutes of all Board meetings should be available to all members within 60 days of the meeting.
The Treasurer will become a member of the Club Board.
Club Committees should have the following:
Club Administration
Membership
Public Image
Rotary Foundation
Service Projects
Additional committee as needed
To define the purpose of a Rotary Club
"The purpose of this club is to pursue the Object of Rotary, carry out successful service projects based on the Five Avenues of Service, contribute to the advancement of Rotary by strengthening membership, support The Rotary Foundation and develop leaders beyond the club level."
Admission fees have been removed.
Under 5 Avenues of Service "Vocational Service" included now are the words, "and lending their vocational skills to club-developed projects in order to address the issues and needs of society."
While the bylaws will read "This club will meet once per week" now there are exceptions to the provisions on meetings and attendance.
"Such rules or requirements shall supersede the rules or requirements of these sections of this constitution; a club, however, must meet at least twice per month."
The club may also arrange an online meeting or provide for an online connection for members whose attendance otherwise would be precluded.
Excused Attendance: Now included "after birth, adoption or foster care of a child" for a twelve month period.
Membership Qualifications: This club shall be composed of adult persons who demonstrate good character, integrity and leadership; possess a good reputation within their business, profession and/or community and are willing to serve in their community and/or around the world.
Rotaractors can now join a Rotary Club as well as being a member of a Rotaract Club. Classification would be "Rotaractor".
Percapita Dues: Came about because of the failure of the previous Council to raise dues. To amend the BYLAWS of Rotary International as follows (pages 187-188 MOP). Article 17 Fiscal Matters: 17.030. Dues. 17.030.1 Per Capita Dues.
Each club shall pay to RI per capita dues for each of its members as follows: US$26.50 per half year in 2013-2014, US$27.00 per half year in 2014-201`5, US$27.50 per half year in 205-2016, and US$28.00 per half year in 2016-2017, US$30.00 per half year in 2017-2018, US$32.00 per half year in 2018-2019, and US$34.00 per half year in 2019-2020 and thereafter. Such dues shall remain constant until changed by the council on legislation.

The final report from the Council on Legislation will be available from 15th June 2016 and the updated manual of procedure should be available around mid August / September 2016.
