Mr. Jan Liebaers joined the Information Commissioner’s Office in the Cayman Islands as Deputy Information Commissioner in June 2010 and was appointed the Acting Information Commissioner on 1 January 2014.
He brought with him extensive knowledge of Freedom of Information legislation, having sat as a member of the FOI Working Group, the drafting committee of the Cayman Islands FOI Bill from 2005 to 2007, as well as the FOI Steering and Implementation Planning Committees which assisted in the development and planning of FOI in the Cayman Islands.
Mr. Liebaers also sat on the Data Protection Working Group which prepared the data protection legislation for Government. Prior to this, Mr. Liebaers held several positions relating to FOI, archives and records management in Europe, Canada and the Cayman Islands. From 1997 to 2007 Mr. Liebaers was Head of Archives and Records Management and Deputy Director in the Cayman Islands National Archive, where he created the Records Policy Unit and spearheaded the development and implementation of new public records legislation, the National Archive and Public Records Law, 2007.
Mr. Liebaers holds a Master of Arts degree (MA) in history from York University, and a Master of Laws degree (LLM) in Information rights from Northumbria University, specializing in FOI and Data Protection. He is a member of several professional organizations, including the Academy of Certified Archivists, the Association of Records Managers and Administrators, and the Canadian Association of Professional Access and Privacy Administrators.

As one of only a handful of Rotarians who initially signed up from RLI, please allow me to make a personal pitch for more members to sign up for this great opportunity. This kind of forum does not come to our island with great frequency. It would be extremely unfortunate if low registration leads to a cancellation or even a hesitancy to schedule future RLI sessions or get Foreign Discussion Leaders to visit us.
There is no one who cannot benefit from investing time in becoming a good leader or a better one. Clubs like Rotary work best when dedicated members are constantly seeking new ideas to make their organizations more enjoyable, efficient, engaging and focused. RLI isn’t just about Rotary. I’m sure everyone learns things that can be applied to practically any field, and I’m betting it’s a great way to recharge the personal batteries as well.

Please join us for this Community Service and Fellowship initiative.
As you are all aware, we will be resurfacing the basketball court at the park and prior to doing so we would like to do one last clean up.
We are joining forces with fellowship on this one, where we can relax and have some lunch after all the hard work is done. Bring out your work boots, weed-eaters, families to help etc.

Rotary Sunrise has always played a significant role in working to increase literacy rates and instill a love of reading in Cayman’s children. Those efforts were on display throughout September to mark Rotary Literacy Month. Here are all of the things that our club can point to with pride.
Adopted the library at Bodden Town Primary School
Distributed more than 400 dictionaries to Year 5 students
Publicized International Literacy Day with multiple media mentions
Presented LIFE with major financial support in its 4th year
Provided substantial support for the 2nd annual Scrabble Scrum
Included an educational component to the latest trip to Guaruma
Purchased new ESL-focused textbooks for immigrant students
Organized a CALS program that can be started at the men’s prison
Began plans for this year’s interscholastic debates
Began plans for this year’s Butterfly Storybook Essay competition
Continued preparations to form an Interact Club
Hosted guest speakers to discuss expanding a math literacy program

Last week's meeting also included a check presentation to mark the club's annual financial commitment to LIFE. Marilyn Connolly from LIFE visited the club to extend her gratitude and encourage everyone to support LIFE's intervention programs. Then, it was time to get in the spirit of the 2nd annual Scrabble Scrum for Literacy, where Rotary and Rotaract members will provide volunteer help for LIFE's new annual fundraiser.

If members are unable to make a regular weekly meeting or Rotary event, make-ups can be done online. The e-Club website is open 24 hours a day, 7 days a week. You just need to spend a minimum of 30 minutes on the site and answer some questions to get the make up certificate.
Traveling: If you are going to be traveling for an extended period of time (more than two weeks), be sure to let the Secretary know and remember to submit any make-ups you do in a timely manner.
