My fellow Rotarians in District 7070,

As 2018 draws to a close, I wanted to remind you that District 7070 is looking for Rotarians who are interested in leading our District as Governor in the 2021-22 Rotary year – 1 July 2021 to 30 June 2022. All Rotary Clubs in District 7070 are invited to submit suggestions to me on or before Friday, January 11, 2019. ........

Nomination forms should be scanned and sent by email to rotarianmarylou@gmail.com. Receipt of each form will be made by return email. Please retain the original form.

Please use the attached nomination form, noting that each club may suggest only one of its own members as a candidate for the position of Governor-Nominee (term of office begins 1 July 2019) as per Rotary International By-Law 14.020.4. Also attached are District Election Guidelines provided by Rotary International.

Duly-nominated candidates will be interviewed on the evening of Monday, January 28, 2019 in the Rotary Room of the Whitby Public Library. 

According to our District 7070 Guideline of Policy and Procedure, the Nominating Committee consists of four past district governors, preferably the immediate four Past District Governors if available, plus the current Governor who acts as chair. Note that the District Governor Elect (DGE) and the District Governor Nominee (DGN) are invited to attend the interviews but do not have the right to vote.

At the end of this email, I have provided Rotary International's By-Laws with respect to formal qualifications for the position of District Governor. 

If anyone would like additional information or to speak with me in confidence about their interest in the position of District Governor, I would be delighted to speak with them. I am also certain that Immediate Past District Governor Neil Phillips, DGE Beth Selby, DGN Mark Chipman, and/or anyone who has served as District Governor would be happy to provide insight into what the position entails.

16.070. Qualifications of a Governor-nominee.

Unless specifically excused by the board, no person shall be selected as nominee for governor unless the Rotarian has the following qualifications at the time of selection.

16.070.1. Rotarian in Good Standing.

The Rotarian must be a member in good standing of a functioning club in the district.

16.070.2. Rotarian Maintaining Full Qualifications of Membership.

The Rotarian must have full qualifications for such membership in the strict application of the provisions therefor, and the integrity of the Rotarian’s classification must be without question.

16.070.3. Rotarian’s Qualification as Past President of Club.

The Rotarian must have served as president of a club for a full term or be a charter president of a club having served the full term from the date of charter to 30 June, provided that this period is at least six months.

16.070.4. Rotarian’s Ability to Fulfill Duties of Governor.

The Rotarian must demonstrate willingness, commitment, and ability, physically and otherwise, to fulfill the duties and responsibilities of the office of governor as provided in section 16.090.

16.070.5. Rotarian’s Certification of Qualifications.

The Rotarian must demonstrate knowledge of the qualifications, duties, and responsibilities of governor as prescribed in the bylaws and submit to RI, through its general secretary, a signed statement that the Rotarian understands clearly such qualifications, duties, and responsibilities.  Such statement shall also confirm that the Rotarian is qualified for the office of governor and willing and able to assume the duties and responsibilities of that office and to perform them faithfully.

16.080. Qualifications of a Governor.

Unless specifically excused by the board, a governor at the time of taking office must have attended the international assembly for its full duration, been a member of one or more Rotary clubs for at least seven years and must continue to possess the qualifications in section 16.070.

 

District Election Guidelines

This document is intended for distribution by district governors to their Rotary clubs at the time of the official call for nominations.

A fundamental principle of Rotary is that the best qualified candidate should be selected for service in elective offices. The RI Bylaws prohibit any effort by a candidate, a candidate’s supporter, or any Rotarian to influence the selection process in a positive or negative manner, including but not limited to, campaigning or canvassing. The RI Board developed these guidelines to assist Rotarians in better understanding election procedures:

For All Rotarians

  • Review and comply with RI’s election guidelines as explained in the following documents:

    • RI Bylaws: Articles 11, 13 and 14

    • Rotary Code of Policies: Sections 17.030.3(A),17.040, 19.030, 26.070 and 26.080

  • Avoid any actions designed to gain visibility, publicize candidates’ names and achievements, or give anyone an unfair advantage over someone else.

For Candidates

  • Immediately express disapproval in writing of any campaigning activities undertaken on your behalf and ask for the actions to cease.

  • Do not respond in a similar manner to another candidate’s improper activities.

  • Do not communicate with or visit clubs involved in the election, except to fulfill necessary functions. If there are any concerns that a current assignment or a new assignment may give an appearance of campaigning, consult with the district governor. Routine performance of assigned activities is not a violation of Rotary’s election policies.
