DGE - Emmanuel Katongole's opening remarks

We've got stories to tell about changing lives. Rotary has helped to change the history of the world in the way humanity lives.

My rotary experience has changed me in many ways - people being able to read and write, children being saved from malaria, poor people being completely transformed - that's why we are proud to be called Rotarians

I have seen and had great rotary moments and gone out to serve above self. These great moments make us believe that rotary did not just make a difference, but you are the difference.

Being a Rotarian is a choice we all made; and being able to change lives and make them different is what we committed ourselves to do as Rotarians.

The Rotary challenge for all leaders is to make sure that every Rotarian can make their experience a memorable one.

It's a privilege to be counted among the Rotarians on earth who have committed themselves to changing lives.

We have applied ourselves to projects that can impact most on humanity. Today, water is our No.1 project. Literacy, health, and economic empowerment are what we do as Rotarians. All these demonstrate that rotary provides hope and purpose.

Our participation in polio plus 26 years ago to date, is to eliminate it from the face of the world. Today, we stand tall and proud to say we are "this close" to eliminating polio from the face of the world.

TRF has played a key role in empowering rotary; the humble contributions, one by one, and dollar by dollar have led to the biggest foundation ever in the world. We need to up our contributions. As leaders, we need to re-empower our clubs to contribute more.

Family of rotary remains a challenge. We have to grow our membership. In the last 15 years, membership has oscillated around 1.2 million Rotarians. As leaders we need to correct this.

Rotaract and Interact are a very strong foundation on which rotary can grow.

Also, 70 % of our population is below 30 years and can provide the foundation to build a strong young generation for a great future.

As we engage rotary to change lives, the choice we make is a gift to someone else. Potential is useless until exploited.

We have made the choice to make a difference, to wear a lapel badge, and to take up leadership.
Take pride of the lapel badge that makes you a rotarian and give it the honor it deserves.

As we change lives, remember:

Yesterday is gone, tomorrow has not come, we have only today. Let us begin today to engage rotary and change lives.

Discussion: Critical issues facing rotary in Uganda

There are 2,300 Rotarians in Uganda, and 75 clubs
18 RCs have less than 15 members
14 RCs have 15-25 members

FVQ - only 39 clubs have qualified; 36 have not qualified; and only 11 have global grants

Six areas to address in the coming year 2013/2014:
FVQ
 Reporting attendance by clubs
Participation and attendance of members in club activities

Three root cause for each challenge

1. FVQ
Not presenting audited accounts, lack of knowledge of subject, lack of committed members, not meeting deadlines/ timelines, failing to pay RI, District and Country dues on time.

Three solutions

a). Lack of knowledge

- attendance of trainings
- read material, ICT skills
- use available resource persons i.e. AGs

b) Poor Participation i.e. you are either in rotary or out

Causes

- poor programming/starting fellowship late
- members working in different districts
- giving birth
- studies

Solutions

- engage all members in the club
- mentoring/ members are not well mentored to understand rotary well
- encourage members to visit other clubs

c). Audited accounts (by AG Aggrey)

Requirements: for income and expenditure by clubs

- Income - receipt books
- bank statements
- don' t spend at source, bank all money and draw money from bank
- bank vouchers
- invoices from suppliers
- who are your debtors e.g incomplete dues
- who are your creditors i.e. suppliers you have not yet paid
- a budget for the year
- board minutes
