Mission Statement
The purpose of the Urban-Suburban Interdistrict Transfer ("Program") has been established by New York State law and the regulations of the State Education Department ("SED"). Thepurpose of the program is to voluntarily reduce racial isolation, and the segregation of academic opportunities in elementary and secondary schools in order to enhance and enrich racial and ethnic awareness among students, teachers, and parents.
In order to accomplish this purpose, minority pupils (defined by the State Education Department as pupils who are Black, Black/White, Hispanic (non-white)/Latino, Native American, Alaskan Native, Asian or Pacific Islander origin) residing in the Rochester City School District may apply for transfer to the participating suburban school districts through the Program.
