The Association of Consulting Surveyors Victoria "ACSV Peter Tyrrell Award" can be made to any person or organization recognising an outstanding contribution to or on behalf of the Association of Consulting Surveyors Victoria.

The award has been named in honour of Peter Tyrrell L.S. whose outstanding contribution to the development of ACSV has spanned in excess of twenty years. The inaugural award was presented at the 2005 AGM of ACSV to Peter Tyrrell. The award recognises (but is not limited to)

Excellence by a member firm or an individual, in one or more of the following categories:

1. Outstanding service to ACSV
2. Outstanding contribution to the life and betterment of ACSV
3. Continuous excellence in the delivery of ACSV programs
4. Sustained excellence in the provision of consulting survey services
5. Significant contributions in the field of land surveying and spatial sciences education
6. Development of industry standards
7. Exceptional work for the greater community or survey industry generally

The nomination or nominations for the presentation of an award in any one year are assessed by the Executive Committee of the ACSV whose decision is final. Only one award can be made in any one year.

This year the award was won by Michael Loy of Lawlor & Loy Pty Ltd

The citation for the award was crafted by an ex employee and current executive member Richard Illingworth. Richards notes as follows.

Contribution to the Profession

1984-1991 Michael served on the ISV Public Relations Subcommittee.

1990-1991 Michael was the ACSV representative on the Land Titles Office Subdivision Act Working Party.

1992-1994 Michael served as the ACSV representative on the Survey Industry Committee, Re-establishment working party.

1996-2004 Michael was a member of the ACSV Executive.

1996 Michael served as Chairman of the ACSV.

After 8 years service on the ACSV Executive in September 2004 Michael decided it was time to go back to full time work in his business, but in January 2005 (after the introduction of the Surveying Act 2004) he was appointed to the Surveyors Registration Board of Victoria (SRBV) for a 3 year term.

He was re-appointed for a further 3 years in 2008.

While serving on the SRBV, Michael's primary responsibility has been as The Moderator for the Professional Assessment Project, but amongst numerous other duties he has also spent some time as The Moderator for the Cadastral Law Project. Michael has been an outspoken member of our profession on various Professional Issues, he has represented our profession at numerous seminars and events, giving presentations on the Subdivision Process to the Council Subdivision Officers groups and as a presenter at ACSV seminars.

While on the Executive of the ACSV Michael battled hard on the issue of Survey Reform in 1999-2001 and also represented the profession throughout the implementation of the Surveying Act in 2004.

He is passionate about the integrity and importance of the office of the Surveyor General and was an active lobbyist when there was suggestion that the Surveyor General not necessarily be a Licensed Surveyor.

Once again Michael was an active lobbyist when the profession was facing de-regulation. Michael is passionate about surveying, right down to the very title "Surveyor" and the strength of identity that it is associated with. He has very strong opinions and (for the ultimate good of the profession) is not afraid to share them, and he welcomes robust debate on key issues.

Michael also represents the profession in other ways. He has been an active member of the Rotary Club of Greensborough since 1983. But, Michael not only is a member of the Rotary Club, he is a leader. He takes every opportunity to promote our profession to the greater community, and he uses his involvement in the Rotary Club to achieve this.

 Michael has somehow managed to juggle a successful business and professional life while raising a family. Michael testifies that one of the keys to his success has been his supportive family, where hiswife Anne and three children have all spent time working in his business.
