Supply Management – how will it likely be dealt with the upcoming CUSMA negotiations

For the past 60 years, Ray has been studying, analyzing, and commenting on public policy issues.  His career began with economics studies at the University of Alberta in the mid-1960s. Then he served more than 25 years in the federal public service, transiting through the Bank of Canada, Department of Finance, Treasury Board, and Privy Council Office, culminating with Deputy Minister-level positions in the Privy Council Office, Department of Labour,  the Department of Agriculture and Agri-food and as Director of the Canadian Security and Intelligence Service.

Ray left the public service in 1996 to join the Canadian Bankers Association as its President and Chief Executive Officer. While living in Toronto, he served on the boards of directors of Ryerson University, the Toronto Community Foundation, St. Joseph’s Health Centre Foundation and the Canadiana Fund.

He retired happily to Victoria in 2007 and has since served on the boards of directors of the Canadian Western Bank, the University of Victoria, Pacific Opera Victoria, the Royal BC Museum and the Canadian Pulmonary Fibrosis Foundation.  At the invitation of the Treasury Board of Canada, after retiring, Ray returned to Ottawa to chair three federal departments’ audit committees in their formative stages, advancing good governance practices in each department.

Ray’s work has involved him in monetary and fiscal policy, public sector financial management, domestic and international agricultural and agri-food issues, financial policy,  social policy,banking policy, domestic and international financial regulation, and domestic and international aspects of security and intelligence. He is quite prepared to admit that though he has dabbled in all these fields, he has mastered none.
