February 25, 2025 - Jim Finnegan, Supervisory Special Agent with the CSX Police Department for the Baltimore and Central Pennsylvania region, recently spoke to the York East Rotary Club about his role in protecting the nation’s railways. His presentation offered insight into the unique challenges faced by railroad police and the long history of law enforcement within the railroad industry. Finnegan explained that CSX Police Department officers are sworn law enforcement agents with jurisdiction extending across multiple states, making their work distinct from traditional local or state policing. Their primary focus is ensuring the safety and security of railroad employees, infrastructure, and the communities through which CSX operates. He highlighted the importance of preventing trespassing and theft, two of the biggest issues facing railroads today. In discussing the history of railroad policing, Finnegan noted that railway police forces date back to the 19th century, when private security was hired to protect cargo and passengers from bandits and thieves. Over time, these security teams evolved into official law enforcement agencies with specialized training in handling railway-related crimes and emergencies. He also touched on modern-day challenges, including monitoring rail yards for unauthorized activity, responding to hazardous material incidents, and coordinating with local law enforcement agencies. Finnegan emphasized that public education is a crucial part of the job, as trespassing on railroad property remains a major safety concern. Rotary Club members appreciated the opportunity to learn more about this lesser-known branch of law enforcement. Finnegan’s presentation underscored the critical role railroad police play in maintaining safety and security across the transportation network.
