Professor Carter is a native of the Ozark Mountains in the USA.  He earned his bachelors and master’s degrees in nursing from the University of Arkansas and his Doctor of Nursing Science degree from Boston University.  He completed a Primary Care Health Policy Fellowship in Washington, DC and a Post-Master’s certification as a Geriatric Nurse Practitioner at the University of Tennessee where he also completed the Doctor of Nursing Practice degree. 

He has held numerous clinical, academic, and administrative positions over the years including 18 years as the Dean of the College of Nursing at the University of Tennessee.  He served as a Visiting Professorial Fellow at Curtin University in 2013.  He currently serves as a University Distinguished Professor at the University of Tennessee, Adjunct Clinical Professor of Geriatrics at the University of Arkansas and Chair of the Board of Directors of Frontier Nursing University.  He holds national board certifications as a Family Nurse Practitioner and a Geriatric Nurse Practitioner in the US as well as a Registered Nurse with Nurse Practitioner endorsement in Australia. 

Prof. Carter has served as a member of numerous boards of philanthropic organizations, Colleges and Universities, hospitals and other organizations.  He has published over 150 scholarly papers and book chapters.
