Co-President Brad Ruth opened the meeting with the Pledge of Allegiance. Program Host, Dave Renninger led us in an invocation from the Book of Monbeck.
Brad then led us in some thoughts about the tragic school shooting in Uvalde, Texas.
He then welcomed our speaker, Judge Lisa Coates and thanked Gail Moseley and Steve Dunton for getting us checked in this morning.

PROGRAM:
Program Host, Dave Renninger, introduced Judge Lisa Coates. She began with the court in 2003 and has been re-elected to the position three times. She has degrees from Bowling Green University and Case Western University. Judge Coates established the first Diversion Program and Mental Health Court for her jurisdiction. She is a member of the Rotary Club of Cuyahoga Falls and is the current Leadership Class of Rotary District 6630. For her presentation today, she gave the ins and outs of medical marijuana.
In September of 2016, House Bill 523 was enacted to make our state fully operational when the law became effective in September of 2018. For our state, it is the Commerce Dept., Board of Pharmacy and Medical Board that control various aspects of the program. The Commerce Department assures safe make-up of the substance and grants a limited number of licenses to providers. The Pharmacy Board requires dispensaries to do background checks, and participate in a patient registry. All participants must be on the registry, are limited to a 90-day supply and must carry a container with a label. However, medical marijuana is not considered as a drug and is not paid for through insurance.
The Medical Board offers a certificate to recommend that the person receive medical marijuana. The professional who certifies someone's eligibility must be a M.D. or a D.O. and is required to participate in two hours of continuing medical education on this topic yearly. They must certify on a yearly basis that the recipient has a qualifying condition from a specific list. The product is given in oils, tinctures, edibles or patches but is not delivered in smoking form. Users must produce a relationship with the doctor who must be seen on a regular basis and have ongoing care. Also other medical treatments need to have been attempted previously. This information must be part of the individual's medical record and is also provided to the Medical Board along with drug testing information. The approved individual must be an Ohio resident, can only purchase the marijuana in Ohio and is not permitted to carry it out of state.
JOKE: John Long had today's joke and talked about a man from New York City who took out a short-term loan. Ask him to tell you the rest of the joke! Next week's joke will be by Annette Oborn.
