Julia Phelps, Ed.D.
Rotary International Director 2014-16
 
Due to a very persistent Brad Ford, Julia joined the Rotary Club of Amesbury, MA in 1997 and served as president of the club in 2001-02. She was very active in the Rotary Youth Leadership Awards (RYLA) program and hosted several Ambassadorial Scholars. After serving as president, she was asked to train incoming presidents from across the NE states at Northeast Multi-district Presidents-elect Training Seminar (PETS). Julia served as a host counselor for a Youth Exchange student from Chile in 2003-04. Julia is currently a member of the Rotary Club in Malden, MA.
 
She has served in several positions at the District level. She trained the “senior alums” for RYLA, served as Inbound Chair for Ambassadorial Scholars. Julia was District Governor of District 7930 in 2007-2008. In 2008-09, she was the District’s Annual Giving Chair and the Chair for Northeast Multi-district PETS. Julia became District 7930’s Foundation Chair in July 2009 and led the district through the Future Vision Pilot. She shared District 7930’s Future Vision insights at the International Conventions in New Orleans, Louisiana in 2011 and Lisbon, Portugal in 2013.
 
Julia served as the Rotary Foundation Alumni Chair (RFAC) for Zone 32 from 2009 - 2012. Julia accepted the appointments from the Rotary Foundation Trustees to train Governors-elect at the International Assembly in 2012. Again in January 2013, she helped prepare Rotary leaders at the International Assembly, where everyone planned for the global launch of the Rotary Foundation.
 
Julia is the recipient of the Citation for Meritorious Service presented by the Trustees of the Rotary Foundation. Steve McKenzie, her husband, and Julia are Majors Donors and charter members of the Bequest Society. She is also a Paul Harris Society member.
 
She is the Associate Commissioner for Curriculum and Instruction at the Massachusetts Department of Elementary and Secondary Education. She and Steve, who is also a Rotarian, live in Greenland, New Hampshire with their Border Collie, Marley. They are the owners and operators of the 1810 Pickering House Bed and Breakfast. Steve is the proud father of two children, Melissa and Stephen. Steve and Julia are also the grandparents to Peyton, Zeth, River, Finn and Nate.
