Cec Blackburn was born in Ireland, and immigrated to Canada in 1954.

He has spent his professional life in the banking, insurance, investment and benefits businesses. He has been active in many professional civic, business and charitable organizations. The Rotary ideal, of service above self, fit closely with Cec's personal values over many years, he has served Rotary with visionary leadership in a variety of different roles.

Cec joined Rotary in 1978 and became a Director of the Mayfield Rotary Club.

After moving to the Gateway Club, he served as its President. During this time, he chaired the Adult Exchange Program and led many other club and District initiatives.

Cec was selected as District Governor in 2002He led District 5370 in raising 1 Million dollars for the Polio Plus Campaign. As Governor, he received the Zone Award for chartering the most new clubs in the 23 Districts of Zone 22. These clubs were the Wainwright Rotary Club, the Edmonton Urban Spirits and Edmonton Sunrise Club.

Cec participated in two international eye care projects working with Dr Ben Doz and local Rotarians in rural and mountain communities in Guatemala.

Cec continued his commitment to increasing Rotary membership, serving as Zone Membership Chair with responsibility for 4 districts in Alberta and BC.

Between July 2008 and June 2010, he served as District Membership Chair Cec is proud to be a Charter Member of the Edmonton Southeast Club which was chartered during that period.  

Cec is a modest person and many of you may not know that he has been a major donor to Rotary. He is a Paul Harris Fellow and a Benefactor of the Rotary Foundation.

During his Rotary career, Cec has become known affectionately to many Rotarians whom he has introduced, mentored, coached and supported in their personal and club aspirations.

As Rotarians and as citizens of Edmonton and Alberta, we are fortunate that Cec chose Rotary as the place to contribute his personal commitment, leadership skills, and concern for the community.
