Stephen R. Hemphill, Jurist Doctor, was educated at Monett High School and Oxford University.  He served as a Human Rights Adviser in Kosova; 08/06 to 02/11 and advised the U.S. State Department there on matters of national security.
Mr. Hemphill also received  a White House appointment as a National Security Advisor (Justice Senior Consul) to serve in Baghdad, Iraq; (initially Senior Legal Advisor), 01/04–06/05
He has also served or serves as Prosecuting Attorney (elected) Barry County MO  1/1/99- 12/31/02; Consultant, U.S. House Foreign Affairs Comm. Task Force; ”October Surprise” Investigation – 1992; Adjunct Professor of Business Law – William Jewell College, Liberty, MO 1987-1992; General Counsel and CFO of Raven Radio International Mfg. 1/1/87-2/1/88; private practice of law representing small businesses, governmental entities and criminal defence at various times 1982 - 2003.
In business he is a co-owner of B & B Cinemas (25 screens in Missouri/Florida); he serves on the board of directors of the Freistatt Mutual Insurance Co. and served as an adjunct Professor of Business Law, William Jewell College, Liberty, MO.  He was the General Counsel and CFO of Raven Radio International Mfg .1/1/87-2/1/88 and was a co-owner of Mid-American Election Services, Inc. (a political consulting firm) 1/1/82-12/31/86.
In political, civic, and charitable experiences, Mr. Hemphill served as a City Council Member – Liberty MO (suburban KCMO) 1991-1995; was a founder and former President of the Child Advocacy Center of the Ozarks, Inc,; and served as a former board member of the Children’s Center of Southwest Missouri in Joplin, MO.  Additionally he has served on the Board of Governors and President’s Advisory Council of William Jewell College and yet serves on the William Jewell College President’s Advisory Council.  In 2006 he was awarded the William Jewell College Citation of Achievement.
Stephen Hemphill is an ordained Deacon and active member of Second Baptist Church - Liberty and has been active in church mission work in mainland China (2001 and 2003) and in Palestine/Lebanon/Syria (2002 and 2003).
He is a Paul Harris Fellow of Rotary International and has been twice designated for team leadership roles in Rotary International missions to the Philippines (1987) and to Central America (1991).
