Public Safety Tax Measure

John Cregan has twenty-three years of law enforcement experience and serves as a Police Captain with the Santa Rosa Police Department.  Captain Cregan was appointed to serve as the Interim Chief of Police as of May 2, 2022, and he will be competing for the permanent position. 

Captain Cregan serves on the Board of Directors for the National Alliance on Mental Illness and is passionate about creating long term solutions to help police officers better serve those suffering from mental illness in our communities.  He is leading the effort to reimagine the City of Santa Rosa’s mental health response model. 

Captain Cregan holds a bachelor’s degree in Criminal Justice Administration and a master’s degree in Law Enforcement and Public Safety Leadership.  Captain Cregan is a recent graduate of the California P.O.S.T. Command College and is currently attending the Leadership Santa Rosa program. 

Fire Chief Scott Westrope began his fire service career in San Luis Obispo County in 1994.  There he spent time with the Pismo Beach Fire Department, San Luis Obispo County Fire Department and worked as a paramedic with a private ambulance provider. 

Chief Westrope came to the Santa Rosa Fire Department in 2000 and has previously held the ranks of Firefighter/Paramedic, Captain, Training Captain, Battalion Chief, and Deputy Fire Chief.  He holds a Bachelor’s Degree in Emergency Services Management with a Special Certificate in Homeland Security and is a Master’s Candidate in Organizational Development. 

Chief Westrope was selected as Fire Chief on March 14, 2021.  In addition to his normal duties, Chief Westrope serves on the REDCOM Board of Directors and represents all cities for the Sonoma County Fire Service Working Group.  Chief Westrope is a Sonoma County Operational Area Coordinator (OES Region 2) and an Area Director for the California Fire Chiefs Association.

Chief Westrope holds an unshakable bond with his community as he has fought shoulder to shoulder with his department during historic fires, and rebuilt along with his community, vowing to provide the balance, resources and compassion that are required to keep us Santa Rosa Strong!
