PRESIDENTS THEME FOR THE YEAR -
PRIDE
GOALS FOR THE YEAR AS ENUMERATED IN ACCEPTANCE ADDRESS BY PRESIDENT FINE.
(1) Because of our current boundaries, we do not have a High School within our community. It will be a major task of this administration to secure such a High School for our Rotary Club in the coming year.
(2) Increase our membership to 100 DEDICATED members within the next twelve months.
(3) Create a more concise written history of our Club for our present members to enjoy and for the future generations.
(4) Continue our contribution to Rotary International by at least $6000 in 1982-83.
(5) Award one four year academic scholarship at a value of $5,00({ and two vocational scholarships at a value of $1,000 each.
(6) Continue our efforts to achieve 100% attendance for at least one month in the ensuing year, and to maintain our attendance at all times to be within the top five Clubs in District #589.
(7) Establish a new loose-leaf form of Club Roster with complete pertinent information on both the members and their Rotary Anns', if any.
ACCOMPLISHMENTS
Charitable Fundraiser
An auction, shrimp boil, chicken fry, and raffle of a new Cadillac Sedan DeVille with nine other gifts, including a 'large screen' TV, was held at the Ramada Inn Hobby on April 3rd, 1983 which netted the Club its largest single payday of over $24,000. Much thanks go to Oscar Nipper, Bob Gillebaard and Don Whited for its success.
Club Service
(1) Maintained a 95.37% average attendance for the year and lead all Clubs in District #589 in attendance for five months (not consecutively) within the Rotary year.
(2) We did not achieve 100% attendance in any one month, though we did come within one member in one month and two missing members in another month of achieving our goal.
(3) Commenced the creation of a loose-leaf Club Roster which shall also include, besides the pertinent information and picture of the member Rotarian, the new detailed history of the Club and a copy of the By-Laws and their Amendments.
(4)Created a very concise written history of our Club under the very skillful direction of Ed Laws
(5)Acquired Ross Sterling High School by order of Rotary International through the request and clarification of our situation by District Governor David Hill.
(6) Under the direction of Hazel Stringer and Eleanor Bedford, the first Rotary Ann' s Organization was created to compliment our Club with its first President being Jacqueline Whited.
(7) Ernie Cortez provided our Club with a model (most complete) classification survey ever obtained..
(8) Andy Smallwood outlined a method to expedite the handling of membership applications through the various committees and including publication in the Rotator.
(9) Forty nine Rotators were published and mailed to the members utilizing a new cover which was adopted earlier in the year. Shortly thereafter, a new banner representing the Club was created depicting a scene very similar to that of the new Rotator cover. The scene shows the City of Houston in the background with the space shuttle in the foreground.
(10) Boundaries of our Club were asked to be extended, and by order of Rotary International, our new boundaries include all areas south of Hobby Airport to Clear Creek. Oscar Nipper prepared a new boundary map which was distributed to all members.
(11) A new organizational chart was created and tailored to fit the Gulfway Rotary Club and its newly formed various committees.
(12) Jeff Clark commenced work on properly evaluating the attendance records of each member of the Club so that Attendance Pins might accordingly be awarded. Hopefully. Jeff's work will act as a permanent record to determine future attendance pin awards.
(13) Two changes in the By-Laws were voted and accepted on the second Tuesday in April. 1982, creating Amendment #2 (which changedthe meeting date for the Board of Directors) and Amendment #3 (which places back into synchronization the numbering of our By Laws).
(14) In the April, 1983, Board of Directors Meeting it was voted to Pro-Rate dues of new members.
(15) Pappy Lane was given $200 for registration and necessary credentials to attend the Rotary International Convention in Toronto, Canada on behalf of the Gulfway Rotary Club.
(16).Under the auspices of John Hughey, a computerization of billing, roster, and other pertinent information for the Club was established for future administrations.
(17) To provide better public relations and more visibility, a large 'billboard' was erected through the efforts of Larry Bingham on property belonging to Harold Farbs (a letter agreeing to its erection is in our files) on Broadway Boulevard, just north of its entrance to Hobby Airport, announcing, "Welcome To Houston--Gulfway Rotary Club".
(18) Malcolm Bridges and his committee prepared guidelines for academic scholarship awards which will hopefully be used in the ensuing years.
(19) The largest budget ever adopted by the Gulfway Rotary Club was approved at the August, 1982, Board of Directors Meeting in the amount of $43,752.00.
(20) The Gulfway Rotary Club was invited by the Harrisburg & Heights Rotary Clubs to join them in their Christmas Dinner/Dance. Twenty-one Gulfway members and their wives attended, what is hoped to become, a tradition between these three Rotary Clubs.
Community Service
(1) Awarded one $5,000 academic scholarship
(2) Under the direction of Odom Dyess, a Community Servant Of The Month Award was established and presented at regular meetings with a Community Servant of The Year Award presented at our final 'Installation Dinner'.
(3) Became very involved in Small Business Awareness programs under the direction of Don Oelfke, Director of Vocational Services for the Club,. and Cecil Hayes, the Director of Vocational Services for District #589.
Vocational Service
(1) Created the first Free Enterprise Program which was presented to our formally adopted high school, Ross Sterling. To the best of our knowledge, this was the first program of its kind to be presented in the southern part of the United States by a Rotary Club and it was certainly the first for District #589. Our thanks go to Dewey Stringer for a job 'well done' in this new area of endeavor.
(2) Ruby Summers, Vice Principal of Sterling High School, was selected to be the recipient of a $500 award to attend a Free Enterprise Seminar at Columbia Lakes during the summer of 1983 as requested by Don Oelfke, hopefully setting a precedent for future administrations
International Service
(1) Continued our contributions to The Rotary Foundation by $5,000.00.
(2) A Special Paul Harris Award was secured for the President of the United States of America, Ronald Reagan, for presentation at a time convenient to the President when in Houston. Also, Walter Jones, Guy Head, and Bob Flandry were voted to receive Paul Harris Awards from our Club.

ACCOMPLISHMENTS
CHARITABLE FUNDRAISER
Raised funds with an Auction in December (netted $5,000) and a Raffle and Fish & Chicken Fry in April (netted $20,000). Lester Bille won the Lincoln Townecar. Somehow we made a profit for the year.
COMMUNITY SERVICE
l)Began a permanent endowment fund with an initial transfer of $10,000.00 from the general operating fund. The purpose of the fund was to provide money for annual scholarships or other projects selected by the Club.
2) Held a New Years Eve Party at Golden Age Manor Nursing Home.
3)Awarded an $8,000.00 college scholarship to Francisco Cruz of Sterling High School.
4)Assisted two former Junior Rotarians with their first year college expenses.
5)Supported the Freeway National Youth Baseball with funds to assist in the repair of their hurricane damage.
6) Supported the Rotary Boys Club through the Capon Dinner and their annual Christmas Turkey Sale.
7) Supported the Statue of Liberty renovation fund.
INTERNATIONAL SERVICE
l) Participated in the District 589-Texas, U.S.A. D.417 (Mexico City) Mexico Couples Exchange Program. The Trimbles, Oelfkes and Whiteds went to Mexico from our club.
2) Continued support of The Rotary Foundation with the selection of Guy Head, Bob Gillebaard, and President Ronald Reagan as Paul Harris Fellows.
3) Brought two young ladies from Mexico City to be our guests for two weeks. Marcela and Alejandra Sedeno are the daughters of the Anahuac Rotary Club's, Armando Sedeno.
4) Sent students,Jeannie Fielder and Donald Sargent, to Mexico City as guests of the Sedenos'.
VOCATIONAL SERVICE
l) Held a second Free Enterprise Program at Ross Sterling High School. Speakers were Craig Timberlake, Rolland Storey, Dan Carter, and police chief Lee Brown.
2) Took our Junior Rotarians with us for a trip down the Houston Ship Channel on the SS Sam Houston.
3) Gave $500.00 Vocational Scholarships to three (3) nursing students at the University of St. Thomas and to one future automotive mechanic.
4) Started an Interact Club at Sterling High School.
5) Sent two students from Sterling High School and two from Dobie High School to a Free Enterprise seminar in Fort Bend County. The speakers were Dr. W. Cleon Skousen and F. J. Spencer.
CLUB SERVICE
l) Had good attendance at the District Conference in San Antonio.
2) Had good attendance at the Rotary Day performance of the Houston Livestock Show & Rodeo.
3) Finished the creation of a loose-leaf Club Roster.
4) Had good attendance at our Past Presidents meeting in January. Our speaker was F. J. Spencer.
5) Held the Installation Dinner at Brady's Landing with Craig Timberlake and Michae1 Broome as our guest speakers.

ACCOMPLISHMENTS
CHARITABLE FUNDRAISER
First Joint fund raising venture with a community service agency, Texas Head Injury Foundation, which serves the educational and emotional support needs of families with brain injured persons. Net proceeds to the Club for its budgeted projects was $23,973.00. In addition to this, Texas Head Injury Foundation received $1,662.00, including a $1,000.00 donation from the Club.
CLUB SERVICE
1) Membership-Began with a membership of 67 but at close of year we had 52 members..
2) Attendance: Annual average attendance was 92.9% and exceeded goal of 92%. Out of 54 clubs in District, ranked fourth in percentage of attendance.
3) Geoffrey Clark became editor of the Rotator. He reactivated and maintained its publication throughout the year.
4) Held its third Fishing Tournament at Camp Mahon facility. Phil Wilkerson copped the trophy for the largest fingerling taken.
5) Club assisted the family of Glen Parsons with a $650 contribution made up by members upon his untimely death due to cancer .
6) Held a raffle among Club members and raised $2,000.00 to balance the Club Service budget.
COMMUNITY SERVICE
1) Assisted and financed Rotary Anns New Years Eve Party for residents of Golden Age Manor Nursing Home.
2) Awarded plaques to- Etta Taylor - Bob Burckardt' s secretary for exceptional and invaluable service given to the Club: John Ward of Immaculate Conception Catholic Church as Civic Servant of the Year for his work in feeding the poor.
3) Contributions made to feeding needy of community were-
- $200.00 cash to Immaculate Conception Church for its program
- $500.00 cash "seed money" to Episcopal Church of Advent in Garden Villas to begin a "Heal on Wheels" program for the elderly.
- Donated several boxes of food to Glenbrook Valley Methodist Church's Pantry for feeding of indigent.
- Several Rotarians donated turkeys and hams for Immaculate conception's food program and Bob Finnegan's Open Door Mission ministering to homeless men.
4) Contributed $1,775.00 to Rotary Boy' s Club thru Turkey Sales, Capon Dinner, and the provision of fishing tackle for Camp Mahan.
5) The club awarded two Academic Scholarships, $8,000.00 each, to Julie Powell, Pearland High School, who will attend Houston Baptist University, and to Mary Rourk, Sterling High School, who will attend the University of Houston.
VOCATIONAL SERVICE
1) Junior Rotarian, Interact, and Free Enterprise programs all felt the effects of the new state law limiting student participation in extra curricular activities and off campus activities.
2) Junior Rotarians from Sterling attended from time to time but not on a consistent basis.
3) The Interact Club continued for a period until our Club' s representative and sponsor Glenn Parker resigned from the Club.
4) The Club awarded four (4) $500.00 scholarships for Sterling graduates to pursue special vocational studies: Rita Trimmer to Texas Womens University, Charlotte Charles to University of Houston, Gwendolyn McBeth to Lamar University, & Jovenna Johnson to University of Houston
INTERNATIONAL SERVICE
1) Contributed to The Rotary Foundation by funding a project, thru a Rotary Club in Turkey, to provide wheel chains and hearing aids for the handicapped.
2) Continued program of exchanging 2 High School Students with Anahuac Club, Mexico City.
3) Contributed $2,000.00 for Paul Harris Fellowships to The Rotary Foundation honoring Past Presidents of the Club, Les Billie and Norm Cummings .
4) 23 members of the Club enrolled as Paul Harris Sustaining Members (pledging a minimum of $100.00 per year toThe Rotary Foundation) and the Board of Directors approved a 25% donation to Rotary Foundation for each Sustaining Member enrolled.
5) Increased from 16 to 24 the actual number of Paul Harris Fellows from our club.
6) The Club sent Andy and Anita Smallwood to the International Convention in Kansas City when President Elect Mike Coulson and wife Becky were unable to attend.
7)Completed the District 589-Texas, U.S.A. and District 417-Mexico City, Mexico Couples Exchange Program. Trimble's , Oelfke's, Whited's, Smallwood's, and Stringer's hosted Rotarian couples from District 417.
