told us about the latest program afoot to redevelop the downtown area of Port Arthur.  The Port Arthur Downtown Renaisance District is the name of the new non-profit entity that will direct the development.  It is now in the process of gaining 501C3 tax status.
     The district's board will be responsible for devloping a plan. The district will run from Houston Avenue past Larmar Port Arthur College and from the seawall to 9th Avenue.  The plan is to develop it a few blocks at a time as funds are available. 
     Proctor Street will probably be narrowed to 2 lanes with devlopment of side walks with trees and benches much like the recent Calder Street development in Beaumont.
