Shaqueena Nobles, aged 42, has been a dedicated professional in the field of emergency management for over a decade. She began her career with the City of Beaumont in November 2013 as an emergency management specialist, following a 12-year tenure with the Texas Department of Criminal Justice. In October 2024, she was promoted to Emergency Management Coordinator.
Shaqueena holds a Bachelor of Arts in Criminal Justice from Lamar University, obtained in 2013, and graduated with a Master of Public Administration from the same institution in 2024. She is a proud alumna of Central High School, where she graduated in 2000.
Throughout her career, Shaqueena has earned and maintained several prestigious certifications, including those from the Emergency Management Association of Texas (EMAT) in 2017 and the International Association of Emergency Management (IAEM) in 2018. She currently serves on the Executive Board of Directors for EMAT as the Sergeant-At-Arms, the Executive Board of Directors for the Sabine Neches Chiefs Association as the Secretary/Treasurer, and the Executive Board of Directors for the Beaumont Chamber Foundation as the Secretary.
Her contributions to the profession extend beyond her roles in these organizations. Shaqueena is the Chairman of the State of Texas Emergency Assistance Registry Workgroup for the Texas Emergency Advisory Council (TEMAC) and a member of the Texas Commission of Fire Protection Emergency Manager Ad-Hoc Committee, where she helps develop the formal curriculum for credentialing emergency managers in Texas. Additionally, she is a certified National Incident Management System (NIMS) trainer and a mentor to aspiring emergency managers seeking certification through the IAEM.
Shaqueena's professional achievements are equally impressive. She has been recognized for her leadership and dedication, receiving the Emergency Manager of the Year award from EMAT in 2020. She has also been instrumental in coordinating disaster response efforts during several major emergencies, including hurricanes and floods, earning commendations from both local and state authorities.
In addition to her professional accomplishments, Shaqueena has made a significant impact on her community. She has been married to Martell Nobles for 20 years, and they have twins, Korbyn Noelle and Evan Martell, who are now five years old. Shaqueena is actively involved in her community, volunteering with local non-profits and mentoring young professionals in the field of emergency management. Her volunteer activities include organizing community preparedness workshops, participating in local disaster drills, and serving as a board member for various charitable organizations. Through these efforts, she has helped enhance community resilience, fostered a culture of preparedness, and inspired many to pursue careers in emergency management.
Shaqueena's dedication to her community is evident in her proactive approach to disaster preparedness and response. She has led initiatives to improve emergency communication systems, developed training programs for local responders, and advocated for policies that support vulnerable populations during emergencies. Her work has not only strengthened the community's ability to respond to crises but also built a foundation for long-term recovery and resilience.

Program Review: Debbie Maxwell
On Wednesday, August 6, the Rotary Club of Beaumont’s noon meeting was called to order by, Uliana Trylowsky. Present at the head table were: Jay Wilson providing Invocation, Lee Potter leading pledges to the flags, Joe Fisher welcoming and introducing guests. Other Rotarians helping in today’s meeting included: Jay Wilson Sr. at registration table, Robert Kocot welcoming members into the meeting, Brad Brown overseeing collection of meal tickets, Rocky and Misty at the financial table, Tim Sudela working IT, and Jennifer Gregory capturing photos.
President Uliana announced MiKayla’s recent birthday, presented her with a floral arrangement, and joined the audience in singing “Happy Birthday”.
Jay Wilson announced two new members: Paul Blackburn (Entergy) and Annette Raggette (Raggette Consulting).
John Rollins gave an announcement on behalf of Lamar University regarding their offer this fall for a “free course” opportunity & showed a video of LU President Taylor about the offer.
Stephanie Harris reminded members about “Wine Down” for October 9 – ticket sales are available, sponsorship opportunities & donations accepted – there will be a planning meeting following next week’s Rotary meeting for anyone that wants to join the committee.
President Uliana introduced today’s speaker, District Governor Charley Gilliland, who took the podium while the audience welcomed him by standing and applauding. Mr. Gilliland grew up on a ranch in Colorado but has been in Texas for many years. He received his post graduate degrees at Texas A&M University and is a retired faculty member. His wife accompanied him to southeast Texas and they will be visiting other Rotary clubs nearby.
After acknowledging past District Governors in the audience and current local members who serve positions on the District level, Mr. Gilliland’s focus was to encourage Rotarians to become more involved on District and International levels. He gave interesting stories – talking dog, $20,000 bottles of wine, etc – and used props such as examples of former Texas State Governor Sam Houston’s hat and walking stick – to illustrate his presentation. His stimulating encouragement to increase club membership and for members to become involved on upper levels of Rotary challenged the audience.
President Uliana announced a club donation to Rotary International in honor of the speaker to be done in the area of “Peace and Conflict Resolution”. She then led in recitation of the “4-way test” and adjourned today’s meeting.
Next meeting: Wednesday, August 13th, with speaker of Shaqueena Nobles, Deputy Emergency Mgt Coordinator.
