Jimmie was born in Tyler in 1947 at the Gaffney-Brown Clinic which is now the Path building. He attended Birdwell, Hogg Jr. High and was in the last graduating class from the Old John Tyler in 1965. He attended TJC.

Jimmie serves on the steering committee for the East Texas Crisis Center Car Show, is the Chairman for the Oakwood Cemetery Preservation Committee and Vice-President of the Friends of the Mayfair group. Mayfair group was founded to save and refurbish the Historic Mayfair building located at the East Texas Fair grounds.

Married to Lynn Higgins Horton in 1966. They have two sons and a daughter and one Grand-daughter. Jimmie retired 5 years ago from Brookshire's after 35 years. His hobbies include old cars, antiques and volunteering.
