On January 29th, Commander John Hooper-US CG (retired) addressed the Rotary Club of Nashua regarding the global power, China. Per Commander Hooper: Everything we heard today is unclassified and was reviewed prior to his ability to present it. He was careful to note that his presentation does not reflect an official position for the DOD.
Commander Hooper is a subject matter expert on the global power, China.
He started with a history of the “Century of Humiliation” spanning 1838-1948. In the 1830’s British troops deliberately started the opium wars to disempower and destabilize China.
He brought us to current times, discussing Xi Jinping’s leadership. His leadership has brought massive infusions of money, expanding PLA forces, defense white papers of 2015 and 2019, anticorruption campaigns, and greater professionalism.
Commander Hooper explained Chinese military philosophy and quoted The Art of War, and how China illustrates the concept of not needing to spill a drop of blood to win a war, given our American value of freedom to consume goods being dependent on Chinese imports.
He noted weaknesses as China’s being surrounding by “enemies” on all sides of their country, as a check and balance to their power.
China attacks in the US include: ownership of Smithfield farms, Chicago Stock Exchange, GE Appliance, Motorola and a number of banks including one that is partnered with JP Morgan Chase. As well as various cyber-attacks on OPM, Equifax and Ancestry.com as well as multiple metropolitan ports. Other attacks include acts of espionage/lobbying, against diplomacy, media and entertainment industry(tiktok, Disney, amc, Viacom etc.).
He recommended a 53 page report called, “Reset, Prevent and Build”, by Mike Gallagher, noting the most important information in the report can be found in the executive summary.
On Law Enforcement: There is an effort to infiltrate police departments and train officers on control tactics. Cities with Fuzhou Police Overseas include NYC, LA, Omaha, Minneapolis and a couple of sites’ activities have been suspended by the FBI.
CFIUS is a council of foreign investment in the US where a panel, listens to the Chinese government and negotiates the relationship our countries will have with each other.
Lastly, he noted key dates; 2027, 2035, 2049, the last by which Xi Jinping seeks complete global hegemony.
