Impact Meeting
Jul 13, 2026 12:00 PM - 1:30 PM
Brian Nolan is the founder and leader of NH4Ukraine, a New Hampshire–based volunteer network dedicated to supporting Ukrainian families displaced by Russia’s invasion. Under his leadership, NH4Ukraine has coordinated humanitarian aid shipments, organized community fundraisers, and partnered with local civic groups to provide direct assistance to refugees resettling in New England.

Nolan has become a key connector between New Hampshire communities and Ukrainian relief organizations, helping mobilize supplies, medical equipment, and financial support. His work emphasizes grassroots action, transparency, and practical, hands‑on help for families in crisis.

He will speak to the Rotary Club of Nashua to update us about the ongoing humanitarian needs in Ukraine, the realities faced by displaced families, and how local communities can continue to make a meaningful impact.

BIO - Judge Joseph N. Laplante has served on the United States District Court for the District of New Hampshire since 2007, following unanimous Senate confirmation. A Nashua native, he is a graduate of Georgetown University (AB ’87, JD ’90) and previously held key roles across federal and state law enforcement, including Senior Assistant Attorney General for New Hampshire, Trial Attorney in the U.S. Department of Justice Criminal Division, and First Assistant U.S. Attorney for the District of New Hampshire. He later served as the District’s Chief Judge from 2011 to 2018, guiding the court through a period of modernization and expanded community engagement.

Beyond the bench, Judge Laplante is widely recognized for his deep civic commitment. He has served on the Nashua Region Board of the New Hampshire Charitable Foundation, chaired the Nashua Police Athletic League & Youth Safe Haven, and volunteered with the Corpus Christi Food Pantry. He also coordinates youth wrestling programs at the Boys & Girls Club of Greater Nashua and is uniquely known as a licensed boxing referee, officiating both amateur and professional bouts—an unexpected dimension that often delights audiences. His long-standing involvement with the St. Paul’s School Advanced Studies Program and service on the Rivier University Board of Trustees reflect his dedication to education and youth development.

Judge Laplante’s career blends legal excellence, public service, and a grounded, approachable leadership style. His reputation for clarity, fairness, and community-mindedness makes him an especially fitting speaker for Rotary, where service and civic responsibility are core values.

ICE Habeas Federal Courts - Judge Joseph N. Laplante of the U.S. District Court for New Hampshire will present an accessible, eye‑opening overview of how habeas corpus functions today—especially in the context of immigration detention. Drawing on material from his federal court experience, he explains the structure of the American judicial system, the limits Congress has placed on court review of immigration decisions, and why habeas corpus remains “the great writ of liberty” for individuals held by the federal government.

His talk highlights how noncitizens detained by DHS can petition federal courts for relief, why most cases involve requests for bond hearings, and how sharply limited the courts’ authority is in reviewing executive‑branch immigration actions. Judge Laplante also shares recent trends in New Hampshire, where habeas filings related to immigration have surged dramatically in the past several years.
