Michelle Bell became the fourth member of the Marion-East Cedar Rapids Rotary Club to be inducted as the 2019-20 Rotary District 5970 Governor. 2018-19 Governor Neil Fell administers the oath of office at the ceremony held at the Lowe Park Arts and Environmental Center on Thursday June 30.
