Rotary may have one of the most democratic legislative system of any organization. It is a little clumsy and expensive, but very effective. Any Rotarian in the world can make a change in how Rotary International operates, and change any part of the constitution or bylaws. The legislative body is called the Council on Legislation (COL). It meets every three years and is made up of one representative from all 500+ districts in the world.
This three-year term our representative for District 6440 is Carlos Früm. The alternate representative is Lyle Staab. The role of the representative is to share the potential enactments that could change how Rotary functions, discuss them with anyone interested, and vote them up or down.
An enactment is created by anyone that has a better idea of Rotary management, convince his or her club, and have the district vote on the idea. If a simple majority in the district votes positively, it will be considered by the COL.
A positive vote by the COL is an automatic change in Rotary operations, two thirds for a RI constitutional change, simple majority for bylaws or club constitution change.
The 2025 COL will meet in Chicago, April 13-18, to debate and vote on 86 potential enactments or changes. They are now listed in the Rotary website and Carlos encourages anyone interested to read and share your thoughts. They usually are very interesting reading as individuals from all parts of the world, and many views, contribute to modify how Rotary should function.

Request for Northbrook Rotary participation in Bath Grant #2 for Indri Boarding School.
Indri is the Ak’Tenamit sister school, newly formed just before the pandemic and designed to be as successful as the original school. When I asked Steve, the founder, about the sister school, he told me that it was great – they had classrooms and dorms but no bathrooms or showers! So, I got busy writing a grant to solve that issue.
That grant has been accepted and closed by Rotary International. Northbrook Rotary contributed minimal DDF and paid the 5% RI fee for the first grant. Dundee put in $500 cash and I funded $18,000. This grant totaled $61,250 with a 3.25 match.
Northbrook Rotary is thanked (see sign) as the international club for the first bath facility grant.
Ak’Tenamit Society (Ak’Tenamit and Indri) graduates are typically offered 4 jobs at 2 to more likely 3 times minimum wage! (Can you imagine if you had a young person in your family offered $45 per hour rather than $15 as a high school graduate what a difference that would make in their life…)
Lake in the Hills & McHenry built a boy’s dorm on the other side of the soccer field this past January.
A bathroom facility for the boy’s side (evening use to keep the hormones separate…) plus additional laundry sinks and an improved septic system (the original one has been outgrown) will be the basis of the second grant. Lake in the Hills & McHenry will provide labor to build the bathroom facility (March).
Budget is $58,000 – Rotary now allows a 2.8 match.
My summer was spent visiting 25 clubs to tell the story and raise DDF and cash. Twenty-two clubs put DDF into the first grant and 15 are putting cash and DDF into the second one. Five individual Rotarians have promised cash! This can be done directly to RI with a 5% user charge and counts toward your cumulative giving at RI or to our charitable fund with no 5% charge and a tax deduction.
President Sandy pledged/reserved the $5666 DDF excess from our last Rotary year for grant #2.
So many have stepped up that, if my math is correct and there are no additions or subtractions, I am requesting that Northbrook Rotary fund $3322 cash for the second grant. We will be credited for having raised the money for and writing both grants. I would like the club to agree to up to $5000.
Northbrook Rotary has been involved with Guatemala for a long time:
Barbara Spaniak, Northbrook Rotarian/retired anesthesiologist took medical teams and left money for our club to continue our charitable efforts.
Carlos Frum led a team from our club to build a dorm at a Sumpango orphanage at Barbara’s encouragement – that was the kickoff for our district being so involved with Guatemala. Our club paid for the materials for this dorm and provided labor side by side with Guatemalans.
The Larry Kanar Library is at the original Ak’tenamit Mayan Boarding School.
The Satellite Evening Club will be meeting next Thursday, November 14th.

Blane Foundation $35,000 matching program for Polio eradication

Pakistan Four new Wild Polio cases reported this week. Forty-five Wild Polio cases reported in 2024. Six Wild Polio Cases reported in 2023. The most recent case had an onset of paralysis on 10/15/24. Fifty-three WPV1 Environmental Samples and no cVDPV2 Positive Environmental Samples were reported this week in Pakistan.

Over the last few weeks, I have received a good number of telephone calls and emails with questions about the Blane Foundation $35,000 matching program for Polio eradication. Below I have listed the qualifications needed for this generous matching opportunity given to D6440 by the Blane Foundation.

Advocate, Donate & Educate to END POLIO NOW & FOREVER!
On 10/21/24 we began a new fund-raiser overseen by a company named HundredX.
It involves no monetary outlay from you, your family or friends. The fund-raiser will involve each of us selecting and rating, by email text or both, up to 75 brands or companies from a list of 3000.
SCOPE:
The ratings are simple and can each be done in less than two minutes.
For each we will receive $1.60 with a maximum recovery of $10,000 for the club.
The project will end on 11/18/24.
All opinions are private and personal information will not be shared.
We will not be able to reach $10,000 with our present membership of 54. Therefore, Denis is requesting that each member recruit at least one non-Rotarian, over the age of 18, to take part in this survey.
My Update: Simple, there are businesses we all use. Takes some time. Gives you a little voice to share good and not so good experiences -all to help companies.
