Dinner to be held at Warrnambool Bowls club on Friday 21st March 2014. They would like to invite/welcome local Rotarians and partners to join them on the evening for the dinner and to enjoy some inter-district fellowship. The cost is $30.00 per person for a 2 course meal and drinks at bar prices.
If you wish to attend you need to let Rachel know by 3rd March 2014 and money to be paid to Rachel or Judy by the 5th March 2014. If someone indicates that they will attend, and then do not turn up, they will still be expected to pay, as final numbers given to the bowls club cannot be altered after 7th March 2014.

Terry O’Neill introduced Brauer College student Nick Young who was the Warrnambool overall male achiever at the 2013 Youth Achiever Awards. Nick said his achievements included the opportunity to take part in the United Nations debating competition in the Netherlands and being part of the Brauer Basketball Championships in Melbourne. He is now planning to join a group going to East Timor to help with constructions. He hopes in the future to do an Arts Law Degree and maybe get into international affairs. Nick thanked our club for the award.
Fabio Gomes spoke about his “amazing experience two weeks ago”. He said Duncan Stalker invited him to The Order of Australia Conference in Melbourne. The adventure started on Monday when Brian took Fabio to Melbourne. He stayed the night at Duncan’s house. On Tuesday Brian took a group, including Fabio, along the Great Ocean Road and on to Flagstaff Hill. On Wednesday Fabio and the group headed back to Melbourne via Ballarat. On Thursday, the first day of the Conference, he walked around “Historic Melbourne” and in the evening he attended the Governor’s Reception at Government House. On the Friday he went to Melbourne University for two interesting lectures and then visited the MCG. In the evening along with the Members of the Order of Australia, Fabio attended the Premier’s reception, where he met a girl with “an amazing singing voice”. Saturday included a visit to SKYDECK and dinner at the RACV Club. On Sunday following a visit to the Shrine, the Conference ended with a “delicious lunch at the MCG”. Fabio said he met so many interesting and wonderful people, including the Governor and Miss Australia. If you would like to hear more about the Miss Australia story, you need to ask him!
Fabio concluded by saying, “I had a wonderful week, I don’t have words enough to describe how good it was.” He thanked Margaret and Duncan Stalker for everything.... for their hospitality and the opportunity to experience so much.
Fabio asked everyone to “put your hands together for Duncan who ran one of the most amazing conferences. Everything was perfect.”
Rotarian Jim Hanrahan introduced guest speaker S/Sgt Shane Keogh. Shane joined the police force in 1985 and worked in suburban stations (he was in the second car to arrive at the Hoddle Street Massacre). Shane was 10 years with the Croydon CIU, performed covert surveillance duty, and was an undercover operative with the drug squad. In 2000 Shane was promoted to Sergeant and came to Warrnambool. In 2012 he was promoted to Senior Sergeant. His wife is a local girl and they have 4 children. Two have been involved in Rotary Youth Exchange. Shane is a member of Warrnambool Central RC. The Keogh family hosted Fabio.
S/Sgt Shane Keogh’s was on Victoria Police Community Consultation. He said the 80 page Human Rights Charter report can be a bit boring, but is an important document. In February 2013, upon settlement of litigation in the Federal Court of Australia where it had been alleged that there existed the practice of racial profiling within Victoria Police, the Victoria Police invited community comment. Cross culture training was to be provided within Victoria Police. In June 2013 various individuals and organisations were invited to make submissions – Aboriginal, Multicultural, Youth, Aged, Mental Health & Disability, Gay, Lesbian, Bisexual, Transgender, Intersex and Victims of Crime. More than 70 submissions were received. Five key areas of focus were identified as: Community Engagement, Communiction and Respect, Field Contact Policy and Process, Complaints Process and Cross Cultural Training.
Shane said there were 35 recommendations and he spoke about 5 of them. No. 1 was: In making amendments to policy and the Victoria Police Manual (VPM), consult with and seek input from operational members. No. 2: Provide guidance to members in relation to circumstances reasonably believed to be suspicious. No. 7: Included direction to members on what they are required to tell individuals who are subject to field contacts. No. 14: Amend the VPM to specifically state that ethnic appearance cannot be the sole descriptor in a field contact report. No. 15: Set a length of time that is reasonably necessary for field contact reports to remain on the LEAP database.
Jim thanked Shane and presented him with a certificate, stating that a mosquito net has been purchased in his name for someone in a village in PNG.
GUNPOWDER!!! 75 parts potassium nitrate, 15 parts charcoal, 10 parts sulphur. Grind all ingredients very finely and mix together, then add a fine spray of water, remix, compress into "cakes" then dry and regrind. NOTE: use extreme care in regrinding the final mixture!

Egg Shampoo - 2 whites of eggs, 5 fluid ozs water, 3 fluid ozs of water of ammonia, 1/3 fluid oz cologne water, 4 fluid ozs alcohol. Beat the egg whites to a froth and add the other ingredients mixing each thoroughly as it is added.
