Carroll Rotary Club Meeting Minutes 4/11/22
 
Meeting called to order at 12:10 PM by Chris at Family Table Restaurant.
 
Attendees: Catti, Chris, Phil, Bob F., Hubert, Doc Martin, John, Bob W., Lynn, Ron, Steve, Adam, Ann, Aaron, Mike, Trevor

  • Bob F. – finally getting compensation for Agent Orange through Navy
  • Steve – New Hope quilt auction this past Saturday and had a great turnout
    • Grandson wrestled in DSM over the weekend and went 7-1

    • Casinos started showing up 31 years ago
      • 35-40 years ago, if you include the racing side
      • 0 casinos in Iowa are Native American owned
      • 0 lottery
      • Had to be built with water source on land
      • $0.20 of every dollar goes back to the State of Iowa
      • 5 commissioners located all over Iowa
        • Mixed political party and sex
        • 3-year terms
        • Governor appointed
      • Brian Ohorilko – administrator
        • 4-year term
        • Considered a state employee
    • Racing started in 1984
    • Riverboats became legal in 1989
      • Had to log at least 200 hours on the water in a year or they were fined
      • 20% of revenue comes from tables
      • 80% of revenue comes from machines
    • Casinos started in 1991 on April Fool’s Day
      • 5 total in Iowa when started, 19 currently
      • Meant for economic development – every casino is tied to a non-profit that they give 3-5% of their profit to
    • Racino’s started in 1994
      • Slot machines were added to racetrack locations
      • Prairie Meadows was the first in the Nation
    • 2002:
      • Riverboats were being taxed at a different rate than Racino’s
      • Table games became known in Casino’s
      • Riverboats don’t have to run on water anymore
    • No water is required to build Casino’s anymore
    • Wild Rose – Clinton was the 1st boat that was removed from water and placed on land in the Nation
    • Sports betting:
      • May 2018 - US Supreme Court decided that it was the States right to allow
      • August 2019 – Sportsbook 1st offered in Iowa
      • Now all 19 casinos in Iowa offer sports betting
        • Every casino can have up to 3 online betting services
    • 2019 - $1 billion dollar industry
      • Buy Iowa First Program – must by products in casinos from Iowa first, if they are produced or available from Iowa resources
    • Wild Rose Jefferson:
      • 130 employees
      • $4.6 million in payroll benefits
      • Large impact to city of Jefferson and surrounding counties
