Rupert W. Ross, Jr. is a retired educator, having served as a Teacher, high school Assistant Principal, a District Director and School Superintendent, and an Assistant Commissioner over a period of 32 years. He also served as the territorial Governor's Representative for two years.

DG Rupert's community involvement spans four decades; most notably as member and President of the Frederiksted Jaycees, Charter Member and Vice President of the St. Croix Federation of Teachers, AFT 1826; members of the Urban Renewal Board, Charter Board Member of the Virgin Islands Opportunity Industrialization Center; member of the State Job Training Coordinating Council; member of the Board of Directors of the Boys and Girls Club of the Virgin Islands and the St. Croix Sports Foundation; Vice President of the Virgin Islands Basketball and Baseball Federations; and Chairman of the Board of Directors of the Frederiksted Economic Development Association, Inc.

DG Rupert has served in elected capacities in two Constitutional Conventions, one as a member and the other as its President; as a member of two Virgin Islands Status Commissions, as a member and Chairman of the St. Croix Board of Elections, and member of the Territorial Committee of the Democratic Party of the Virgin Islands.

DG Rupert joined the Rotary Club of St. Croix West in 1982. He served his club as Director, Treasurer, Secretary, and twice as President. He is a multiple Paul Harris Fellow and a Sustaining Member. He has attended numerous district conferences and international conventions.

DG Rupert lives on St. Croix, United States Virgin Islands with his wife, Cheryl. They have three adult children and four grandsons.

DG Rupert has been quoted, in response to the question, "What does the 2008-09 RI theme, Make Dreams Real, mean to you and your district?" "It gives our nation the opportunity to focus on impacting children's health. My district will utilize local and national institutions to help accomplish this."
