Encinitas City Council Member Joe Mosca began his public service on the Encinitas City Council in January 2017. On the City Council, he has been a champion of environmental sustainability, public safety, financial responsibility, and improving the quality of life enjoyed by all in Encinitas. Prior to his public service on the City Council, Council Member Mosca served on the Encinitas Parks & Recreation Commission where he participated in the update of the City’s Parks, Beaches, Trails, and Open Space Master Plan and advocated for the City’s trail system.
Professionally, Council Member Mosca is an attorney and is an active member of the California Bar Association (since 1999). He also has extensive knowledge of the energy sector gained from his years of work with California utilities. Council Member Mosca lives in the community of Olivenhain with his family.
Council Member Mosca represents the city on the following boards and committees:
• San Diego Community Power, Chair
• San Diego County Water Authority, Board Member
• Encina Wastewater Authority, Board Member
• Encinitas Fire Governance Subcommittee, Member
• School District Liaison Committee, Member
• League of California Cities, Environmental Quality Policy Committee, Member
