Luther Wynder, Executive Director of the MVTA
MVTA

Luther Wynder was recently hired as the new Executive Director of the Minnesota Valley Transit Authority (MVTA).  Previously he served as the Chief Performance Officer at the Delaware Transit Corporation, a statewide agency that provides fixed route, paratransit, and commuter rail service across the State of Delaware and into Philadelphia.

Wynder has an MBA, a Master’s Degree in Information Systems Technology, and a Bachelor’s Degree in Management.  In his previous role he was responsible for the development of short- and long-range plans, service planning, information technology, and oversight of the system’s operational performance. He oversaw a $25 million annual capital program and a staff of 45.  Wynder has managed a wide range of transit technology projects including automated passenger counters, real-time passenger information systems, maintenance management systems, and the upgrade of a $9.5 million Computer-Aided Dispatch/ Automatic Vehicle Location system.

The MVTA serves seven suburbs south of the Twin Cities in Dakota and Scott counties, including Apple Valley, Burnsville, Eagan, Rosemount, Savage, Prior Lake and Shakopee.  In 2015 the MVTA provided more than 2.9 million rides, up 5.5% over the prior year.  The MVTA is one of several independent bus transportation agencies formed in the late 1980s under state legislation that allowed outer-ring suburbs to "opt-out" of centrally provided transportation services.  The organization is governed by a nine-member board consisting of elected officials, including our own Clint Hooppaw.
