Timm Borden has been the Director of Public Works for the City of Cupertino for the past five years.  Cupertino's public works department is comprised of five key divisions: maintenance, development services, capital projects, traffic engineering and environmental programs. Prior to going to Cupertino, Timm worked for the City of San Jose for 24 years, where he had served as deputy director of public works since August 2002.

Timm is currently the president of the League of California Cities Public Works Department, a former president of the Municipal Public Works Officers of Santa Clara County, and is the Past-Chairperson of the VTA’s Technical Advisory Committee. He is also a registered professional engineer and a member of the American Public Works Association. He holds a master's degree in public administration from San Jose State University and a bachelor's degree in civil engineering from UC Davis. 

Sharmila is the Senior Planning Manager with WSP Parsons Brinckerhoff and the Planning and Environmental Lead for Parsons Brinckerhoff’s northern California operations based in San Francisco. She is experienced in transit project and program planning especially in feasibility studies and Alternatives Analyses for rapid transit projects.   Sharmila successfully served as planning and environmental project manager for numerous major rapid transit efforts.

Prior to her current role, she worked for another international consulting firm, and for the Chicago Transit Authority.  She is member of Women Transportation Seminar, American Planning Association, Institute of Transportation Engineers; and served on regional and national committees for these organizations. Sharmila has a Master’s Degrees in Urban and Regional Planning from University of Illinois with specialization in transportation and certification in transportation planning and engineering methods from Northwestern University.  She has a second Masters in International Economics.
