. "Bob" was Saddlebrooke Rotary's Volunteer of the Year in 2014. He outlined the roles Volunteers play in augmenting the police department. Volunteers are essential to handle non-police tasks freeing law enforcement officers to handle higher priority issues. For example, manage traffic after a fatality to limit to need for "on the scene" officers to the investigators.   A volunteer force requires police oversight. Where a police force is stretched too thin - Tucson - the forces' ability to manage volunteers is non-existent.
