Kern County 2040 - A Future that Includes Everyone

Lorelei Oviatt, AICP, is Director for the Kern County Planning and Natural Resources Department and has worked in both the public and private sector of land development.   Her years of professional planning experience in the public and private sectors focuses on project management of large scale, multi-agency planning, moving extremely complex projects through the system under accelerated timeframes to streamline business permitting and support quality of life for communities. She is a member of the American Planning Association (APA), the American Institute of Certified Planners (AICP), American  Society for Public Administration and past President of the California County Planning Directors Association (CCPDA). She has a Bachelor of Arts Degree from Baldwin Wallace University in Ohio and a Masters of Public Administration from California State University, Bakersfield.

The Planning and Natural Resources Department provides consolidated land use planning and community development programs for the County’s residents. We are proud to fulfill a mission that fosters economic vitality, supports resource conservation, and serves the diverse needs of Kern County residents, including those with lower incomes, by improving their economic, environmental, and social quality of life. We achieve this through projects and programs that revitalize neighborhoods by providing safer living environments, decent and affordable housing, public facilities and improvements, and expanded employment opportunities.
