San Rafael has hired a director of homeless planning and outreach to help the city tackle the issue of homelessness in San Rafael.

Hening previously served as the North Bay regional director of the Palo Alto-based Downtown Streets Team. He also worked as a Project Homeless Connect coordinator for the city of San Jose’s housing department.

A graduate of the University of Virginia with a bachelor’s degree in history, Hening is working on a master’s in business administration at the Haas School of Business at the University of California at Berkeley.

One of the position’s functions is to partner with other organizations, such as the county of Marin, that have a larger assortment of tools to address homelessness, the city said in a statement.

Prepare, coordinate, analyze, and implement homeless and homeless-related programs, policies, and issues for the City of San Rafael.

Provide a strategic focus to the coordination of citywide efforts to prevent and reduce homelessness.
Establish and maintain effective and cooperative working relationships with County employees, City employees, service providers, the homeless community, residential and business communities and with the public at large.
Coordinate and collaborate with the County of Marin on the Homeless Policy Steering Committee and “Home for All: 10 Year Plan to Prevent & End Homelessness.”
Coordinate key statistics and data collection efforts such as with the County of Marin’s biannual
Point-in-Time (PIT) count, annual Housing Inventory Count (HIC), and on-going Homeless
Management Information Systems (HMIS) planning and implementation.
