Dr. Switzer, the Founder and CEO of Switzer Associates Leadership Solutions (SALS) has had a passion for leadership for more than 40 years. For 12+ years, he has worked exclusively in the field of leadership. He has worked with dozens of government, non-profit, and for-profit organizations across the United States and abroad.

Everyone at SALS serves as catalysts for dynamic business stewardship through coaching, training, and consulting designed to inspire, support, equip, and transform leaders one at a time.

Dr. Switzer is an executive coach who works with senior leaders. He currently coaches more than twenty senior leaders in various business sectors. He is also a leadership trainer and consultant with extensive experience in team building, strategic planning, leading change, and recruitment and retention. He is a conference speaker, author of numerous published articles and the book “Bold Leadership: Biblical Principles for Marketplace Impact.”

He holds a Doctor in Strategic Leadership Degree with an emphasis in Leadership Coaching. He has Master’s Degrees in Public Administration and Criminal Justice. He is a Certified Management Consultant (CMC) with the Institute of Management Consultants and a Professional Credentialed Coach (PCC) with the International Coach Federation. He is a graduate of an extensive Master Instructor Development Course and an adjunct professor in the MBA Program at William Jessup University.

As the Executive Director of the Placer County Transportation Agency, Mike is responsible for planning, designing and building a resilient transportation network for the Placer region.  Mike comes to PCTPA with more than 30 years of experience in local government. Most recently, Mike served as the Deputy Director of the Yolo County Transportation District. Mike has also worked in transportation planning and economic development for the Cities of West Sacramento and Sacramento, Yolo County, and as the Director of the Port of West Sacramento. Mike and his family have lived in South Placer County for the last 25 years. Mike began his career working on the original plans for Stanford Ranch in Rocklin. 


Mike will share with us information relating to the widening of Highway 65, the remaining phases of the I-80/Highway 65 interchange improvement project, the expansion of senior and disabled transit, and the Highway 49 improvements dthat are currently a few of the high priority projects in our region.

Placer Adult Literacy Service (PALS)

Angela Perron, Literacy Specialist for the Placer County Library, will discus the free, one-on-one tutoring that is available for adults in Placer County who wish to improve their literacy skills. The program includes reading, writing, basic math, English as a second language ,and GED assistance. Services are provided a times and library locations that are convenient for the individual and Literacy Specialist.

City of Rocklin Update

Steve Rudolph has over 30 years of experience serving in a wide variety of municipal government roles.  He was the Rocklin City Attorney from February of 2017 until he was appointed as City Manager in May of 2018. 

Steve has served as city attorney, general counsel, and special counsel for numerous public agencies including cities, counties, school districts and special districts.

Prior to coming to Rocklin, he was the City Attorney for the City of Galt for over seven years.  During his tenure, he performed a variety of municipal functions, including the responsibilities of assistant city manager.  From August 2015 to February 2016, he served as Interim City Manager.   

Steve graduated from the United States Coast Guard Academy in 1979 with a Bachelor of Science in engineering.  He served as an officer in the Coast Guard for several years, before coming to California to attend law school.  Steve graduated from the University of the Pacific, McGeorge School of Law, in 1986.

Steve will provide us with an update on all the great things happening in the City of Rocklin.
