The DPIL provides an age-appropriate, and when possible culturally appropriate, book to children from newborn to 5 years of age every month. There is no selection to prequalify the children or families, although this is best aimed at disadvantaged children in remote areas. These books are selected and provided by the Dollywood Foundation of Canada under the Imagination Library Program. Rotary International has endorsed the Dolly Parton partnership under the literacy programs. The Rotary E-Club of Canada One proposed to start this program, as a pilot project, in Tuktoyaktuk, N.W.T., pending further investigation by its appointed committee. The program has expanded to now include the following Beaufort Sea communities:

Inuvik
Norman Wells
 
There are approx. 291 children under the age of 5 years who are currently benefitting from this project. The annual budget (for 2019-2020) is approximately $15,000.
