Mr. Javier A. Gutierrez, Jr. is the Associate Director for Employer Initiatives at Laredo College's Workforce Development Center. With a background in HR and workforce solutions, he collaborates with employers and departments to create tailored student and employer support services aligned with institutional goals. Previously, he specialized in customized training programs for businesses and community courses at Laredo College and Workforce Solutions for South Texas.
Mrs. Briana Castro is the Workforce Navigation Specialist at Laredo College for the Workforce Development Center, where she hones her expertise in guiding individuals through navigating the complex terrain of the professional world. She has been committed to offering comprehensive support in resume building, interview preparation, and job searching strategies. Her goal is to equip individuals with the tools and confidence needed to navigate the competitive job market successfully. |

Pablo Arenaz, Ph.D. is the sixth president of Texas A&M International University and was affirmed by The Texas A&M University System Board of Regents in November 2016. He holds his Ph.D. in Genetics and Cell Biology from Washington State University and an M.S. in Biology from the University of Nevada at Reno (UNR). His B.S. in Education was also earned at UNR. He conducted postdoctoral research at Temple University’s School of Medicine, Fels Research Institute. His academic appointments have included assistant, associate, and full professor of Biology. Before joining TAMIU as Provost in 2008, Dr. Arenaz served as Vice Provost for Graduate Studies and Dean of the Graduate School at The University of Texas at El Paso. At TAMIU, he has been instrumental in expanding the University’s research profile and science, engineering and health sciences degree program growth, including bold new initiatives in engineering, petroleum engineering, and public health. The University’s enrollment and graduation numbers have maintained an upward trajectory under his leadership and the campus continues its dynamic growth with a new Master Plan. Arenaz is fascinated by the ever-expanding intersections between science and business, and is committed to encouraging students of all ages to broaden their STEM experience and take on research opportunities… no matter their chosen higher education degree journey. Rosanne Palacios leads all Texas A&M International University advancement functions including fundraising, annual campaigns, alumni relations, and targeted drives, in addition to overseeing the University’s special events and career services offices. She joined the University in 2015. Prior to TAMIU, she was Director of Development for Mercy Ministries of Laredo (MML) and charged with raising funds for operations and special programs consistent with MML’s mission. Before MML, she was the first Vice President of Marketing for the more than 260 branches of the International Bank of Commerce in over 100 communities from 1999 to 2008. Other key positions have included finance director for the Texas Democratic Party and community affairs and special projects liaison for the WEDGE group and Frontera Resources in Houston. She began her development career with Laredo’s St. Augustine School, initiating its first highly successful capital campaign for construction, program, and endowment. She holds a Bachelor’s degree specializing in public relations from The University of Texas at Austin and is a current Board member for KLRN-TV and MML. In 2016, she created an endowment in support of the arts and music scholarships at TAMIU. She has been part of numerous social and civic organizations, including the Society of Martha Washington, Washington’s Birthday Celebration Association, Laredo Philharmonic Orchestra, Webb County Heritage Foundation, Leadership Texas, and Texas Lyceum, among others.

LiftFund

Gina Palma is a Sr. Business Development Officer at LiftFund, before joining the organization, she worked as a Membership Coordinator at the Laredo Chamber of Commerce. LiftFund is a non-profit Community Development Financial Institution (CDFI) and Community Development Corporation (CDC) that supports small business owners with limited access to capital through small business loans and technical support for their dreams of entrepreneurship. They’ve provided millions of dollars in micro and small business loans to diverse, hard-working entrepreneurs with a 96% successful repayment rate. For every $1 they lend, there is a positive economic return of $14. Daily, thousands of small businesses and entrepreneurs are denied capital and tap into high-interest-rate debt and predatory lenders that cost more than they can afford. Liftfund believes everyone deserves the opportunity to build a company successfully with capital no matter their background, race, ethnicity, sexual identity, or geography. |

Tina Martinez is a Texas A&M International University graduate class of 2002 where she obtained her bachelor's degree in business administration with a concentration in Computer Information Systems. Straight out of college, she obtained management experience in the retail business for about 6 years. Joining the City of Laredo in 2008 has provided her with years of experience in the Department of Community Development with various housing projects and programs. Tina held positions within the department such as an Administrative Assistant, Home program Coordinator, Housing Manager, Programs Administrator, and currently the director for all the grants received by the City through the Department of Housing and Urban Development (HUD). The experience gained from these experiences enabled her to successfully implement over 20 million dollars in COVID relief funds. She is committed to developing new programs and projects that will benefit the most needed members of the community. Her vision for the City and all community development block grants is to continue providing awareness of all HUD programs and projects. |

McIntosh Campus - Downtown (Parking is available for Rotarians at the back of the Kazen Student Center, and the LC Pantry staff will be there to assist with the unloading. |

John C. Kilburn Jr. has been a Rotarian since July 2014 and became a Paul Harris Fellow in 2022. Born in New Orleans, Louisiana, he received his BA in Sociology from the University of New Orleans and his MA & Ph.D. from Louisiana State University (the other LSU). He, his wife Judith (also a Rotarian), and his children Madeline and Robert moved to Laredo in January of 2005, where he has been employed at Texas A&M International University. He currently serves as Chief Research Officer and Associate Vice President for Research, as well as Professor of Sociology. John has embraced the city of Laredo and has been involved in numerous activities such as St. Peter the Apostle Church, and various community theatre organizations and has served in various roles on the board of directors of eight different community organizations. |
