"... .La mejor manera de demostrar que un milagro puede realizarse es realizar el milagro. Rotary ha realizado su milagro. Rotary se ha convertido en parte de la vida cívica de sesenta naciones. Rotary apoya; Aunque la furia de la tempestad sobre Rotary sigue en pie. ¿Por qué y cómo? La Convención de 1940
Originalmente, la Convención Mundial de 1940 iba a tener lugar en Río de Janeiro, Brasil, pero se llevó a cabo en La Habana, probablemente a causa de la Segunda Guerra Mundial. El presidente de RI Walter D. Jefe escribió en The Rotarian de marzo de 1940:
""Creo que la conferencia de la Convención de La Habana podría ser la renovación de la confraternidad de Rotary en medio del Viejo Mundo, no es un año para una festividad elaborada, somos muy conscientes de que muchos de nuestros compañeros rotarios son ciudadanos de países que están, en mayor o menor medida, involucrados en los numerosos conflictos que están teniendo lugar ". ".
Paul Harris no pudo asistir a causa de una enfermedad, pero pudo regresar del hospital a su casa durante la Convención. Su mensaje fue leído a la Convención. Él escribió acerca de los esfuerzos de Rotary para promover la hermandad de los hombres, los cuales:

La Sesión Inaugural fue abierta por el Secretario de Estado Miguel A. Campa, quien presentó un mensaje de Frederico Laredo Bru, Presidente de la República de Cuba, presentado por el Presidente Carbajal. El Presidente de la Convención y otros funcionarios de Rotary estaban sentados en el escenario.

Aunque sólo 3,719 rotarios asistieron a la Convención, esto fue sin duda un éxito espléndido.
Comentario de Procedimiento de la Convención sobre el evento:
"Mirando hacia atrás en semana de la convención, parece que cada noche trajo consigo un nuevo máximo en entretenimiento. Tal vez fue el hechizo ejercido por las noches tropicales, una magia del profundo cielo, ébano, negro y brillantes estrellas, agitando suavemente las palmas, y una brisa suave como caricia diciendo misterio y romance, que hizo de cada evento una experiencia que nunca se podrá olvidar".
Pero el crédito del éxito también es para el ingenio del club anfitrión.
En esta ocasión se imprimió un sello especial con la rueda rotaria y una serie de hermosos temas de primer día.
También en 1940 fue establecida una nueva Constitución por la Asamblea Nacional de Cuba. El documento establece un equilibrio entre los ricos y la clase obrera, que protege los derechos individuales y sociales, con el apoyo pleno empleo y un salario mínimo, seguridad social extendida, llamada de igual remuneración por igual trabajo y fuera de la ley las enormes plantaciones conocidas como latifundios. Fulcenio general Batista fue elegido presidente 14to de Cuba.
En enero de 1946, Cuba tenía 44 clubes con aproximadamente 1.400 rotarios. En ese entonces ya había provisto a cuatro Directores de Rotary International Mario Núñez Meza (1922-23), Luis Machado (1931-32), y al Dr. Manuel Galigarcia (1942-43), a todos los Rotarios de La Habana y Felipe Silva 1936-37) del Club Rotario de Cienfuegos ......
‘Rotary aims to encourage the enrollment of young members. Youth is enthusiastic and determined and contributes much to the movement. Youth, middle age, and old age all have their parts to play, and all can profit greatly in their contacts with each other. In many instances, the abundant energies of youth and capital supplied by older members
have been combined with telling effect.’

“…One of the first organized efforts in this respect was the tour of the Young Australia League to the United States. The Young Australia League was founded by a member of the Rotary Club of Perth, Australia. One of the purposes was to provide “Education by Travel” to a select group of Australian boys, members of the League, through annual pilgrimage to different countries. Many of the boys were Sons of Rotarians.
In January 1929, one hundred and sixty of these boys undertook a trip to the United States, landing in San Francisco, traveling through the southern part of the United States to New Orleans, thence to New York, Chicago, and through Canada, embarking after five months from Vancouver for Australia.
The boys, as ambassadors of goodwill, were received and entertained by the Rotary clubs in the United States and Canada on their itinerary. After returning home, they wrote many letters to their hosts, proving that the tour accomplished its primary objective.
One of the young men of the League, while in San Francisco, was taken seriously ill with rheumatic fever. The contingent was due to sail for home in a few days and it was quite impossible to delay it until the youth recovered. Into the breach, stepped a San Francisco Rotarian and his good wife, who took charge of the lad, and after seven anxious weeks of fathering and mothering him, brought him to the convalescent stage, and soon after he was able to sail home to his parents, fully recovered. Who can express in mere words the extreme value of the service this Rotarian family rendered to an Australian family 7,000 miles away? It is certain that such kindnesses lavished by Rotarians and their families have planted in the breasts of hundreds of young men, seeds of memory that will grow into trees of goodwill, and produce much fruit of sympathy, tolerance, and understanding.
The leaders of the Young Australia League came in the spring of 1932 to the United States and organized a group of American boys under the name of Young America League for a return visit to Australia. This group—because of prevailing economic conditions—was not so large as the Australian group, but the members were splendidly entertained by Australian Rotarians in all cities that they visited
Excellent means of developing international understanding are contacts through sport. Realizing this fact, President Muller of the Rotary Club of Davos, Switzerland, has brought together teams from the following countries to compete in hockey matches at Davos: Austria, Belgium, Canada, Czechoslovakia, France, Germany, Great Britain, Italy, Poland, Spain, and Sweden….”
