A district is a defined territory within which a group of clubs, as determined by Rotary International, is associated for administrative purposes. Winona belongs to District 5960 with 65 clubs and 4 Rotaract Clubs that covers eastern Minnesota and western Wisconsin. The District Governor is an appointed volunteer who becomes the link between individual clubs and Rotary International.
