Canadian Healthcare: Diagnosis Prognosis Prescription

Bacchus Barua is Associate Director of the Fraser Institute’s Centre for Health Policy Studies. He completed his BA (Honours) in Economics at the University of Delhi (Ramjas College) and received an MA in Economics from Simon Fraser University. Bacchus has conducted research on a range of key health care topics including hospital performance, access to new pharmaceuticals, the impact of aging on health care expenditures, and international comparisons of health care systems. He also designed the Provincial Healthcare Index (2013).

Some of his recent research includes: How Canadian Health Care Differs from Other Systems (Mar 20, 2018); The Supply of Physicians in Canada: Projections and Assessment (Jan 18, 2018); Waiting Your Turn: Wait Times for Health Care in Canada, 2017 Report (Dec 7, 2017).

Advance Care Planning; Becoming Empowered Patients and Caregivers

Connie Jorsvik is the owner, senior healthcare navigator and patient advocate with Patient Pathways. She was a Registered Nurse for 25 years with 15 years in cardiac medical and surgical care. Before starting the first independent navigation-advocacy business, Patient Pathways, in western Canada.

Connie's journey in becoming a professional private patient advocate has been life-long. Her passion for quality healthcare knows no bounds. She has learned one thing since becoming a professional patient advocate: no matter what the provincial health authorities Doctors of BC, and the College of Registered Nurses say, there is no such thing as ‘Patient Centered Care.’ Patients literally have no rights. (Animals have more rights than patients do.) Doctors hold the power of care over their patients and some wield that power mightily, marginalizing the most vulnerable of patients. 

Patient Pathways serves patients and families navigating BC's fragmented healthcare system during serious and complex illness, serious injury, and end-of-life issues. Connie and her team are expert healthcare navigators. They help patients, family and caregivers navigate the BC Health Care system after accidents, during serious and complex illness, hospitalization, and surgery.

Sam’s experience goes beyond the courtroom as he has taught Immigration and Refugee Law as an adjunct professor at the University of British Columbia, and he is a presenter and lecturer at lawyers’ continuing legal education courses and seminars in BC and the USA. Sam is consulted by news organizations in Canada and the USA covering immigration and citizenship issues for media background and commentary.

Chair's (Phil Webber's) announcements:
  • Thanks to our members' generosity, the Rotary Club of Vancouver will be recognized as a silver sponsor at the District Conference.
     
  • I, Phil, will be leaving for a short holiday with Mirian on Wednesday May 2nd; see you all again on May 22nd.
     
  • Don't miss the District Conference at the end of the month -- there's still time to register. Be there to be inspired over making a difference and to celebrate if we should be recognized as Rotary Club of the Year. Remember if you cannot make it for the whole weekend, it is possible to attend the gala dinner on its own.
     
  • RLI: Fellow Rotarians, if you have taken RLI 1 and/or 2 you know the value of the sessions and the fun it is meeting and sharing with Rotarians. If you have not yet gone to an RLI class, there are a variety of reasons to do so including meeting new friends and increasing your knowledge. Parts 1 and 3 will be offered on Thursday May 31st, in conjunction with the District Conference. The day will begin at 10:00 so you are able to drive up that day and not have to pay for an extra hotel night should you be attending the conference.

Special announcements; members' moments:
  • John Hayto polled the room to see what kind of interest there would be in organizing a wine tasting group. There was plenty. John will update us all on this in the fall. If you'd like to express your interest in participating, let him know.
     
  • John Hayto is still looking for host families for student exchanges. The commitment would be for only three months. The family does not need to be a Rotary family, the only requirement is that criminal record checks are completed which he will help to arrange as necessary. Please ask any families that you know who may be able to help and contact John.
     
  • Angus Campbell provided an update on the successful Hoop-a-thon event held last Saturday, April 28th. There was over $30,000 raised with a whopping $15,000 given out in scholarships to a group of very thankful young people. A sincere thank you to all who supported such a great event.
     
  • Clubs Day was also on Saturday April 28th at the Vancouver Library. Madhu Toshniwal with Brian Street represented our Club and said it was better than last year. Thanks to Madhu & Brian.
     
  • Brian Street advised that the annual Strategy Planning session will be on Tuesday May 29th, 5:30 p.m., hosted at & by the offices of HCMA Architecture + Design (400–675 West Hastings Street). ALL MEMBERS WELCOME, seasoned and new. Pizza & beverages will be provided. Please RSVP to Brian.
     
  • Milton Kiang is hosting a Rotary social pub night on Thursday May 19th at the Bridges on Granville Island. Enjoy a fun evening in a fabulous location -- a relaxed event that is perfect to get to know your fellow Rotarians better, rejuvenate old friendships and foster new ones.   • Charles Flavelle introduced our guest speaker, Peter Mey, PhD geologist.

    Peter Mey spoke about finding water where there is none. A technique developed by Alain Gachet, called Watex.

    Though our world seems to have water everywhere when you look at images from space, the unfortunate fact is that there are far too many people and locations who don't have access to any drinkable water. In fact there are 1.1 billion people who don't, 15% of the current world's population. 2/3 of the population will suffer with recurrent draughts by 2050.

    Only 25% of the world's water is on the surface, in rivers & lakes. 75% is deep underground. How can it be accessed? Watex is a a system developed by Alain Gachet, a French (from Madagascar, France) geologist. He is the founder and CEO of RTI Exploration, who owns Watex. Watex is a hydrological cool designed to detect shallow & deep aquifers. It was developed as an off-shoot from mineral, oil & gas exploration projects.

    Peter explained that the Watex system uses radar & optic satellite images, layers on topographical detail from shuttle images and then determines seismic information to reveal underground rivers and aquifers of fresh water lying hundreds of metres below the most drought-stricken parts of the planet.

    The cost per well is approximately $30,000 for a 100 metre well and $50,000 for a 200 metre well.

    RTI Exploration has 13 years of success stories, finding water from shallow reservoirs (20-80m) to deep aquifers (100-200m), including:
    • CHAD, 2004-2010, 200 wells with 85% success
    • Sudan, 2006-2008, 1700 wells with 98% success
    • Kenya, 2011-2012, 4 giant aquifers discovered
    • Ethiopia, 2013, 1 giant aquifer
    • Darfur refugee camps, with 3.5 million displaced people, have water
    • Turkana, Kenya, where there are lakes, all beautiful but all undrinkable in the Lotikipi Basin now has drinkable water
