The U.S. Africa Command, only 16 months old, faces a daunting task as it strives to foster stability and security by projecting the U.S. military's presence throughout the African continent. That was the message of Brig. Gen. Stayce D. Harris of the U.S. Air Force, who addressed the Club on Feb. 18.
 
Gen. Harris is the mobilization assistant to the commander, U.S. Africa Command, based in Stuttgart, Germany. The general is stationed at the Pentagon.
Gen. Harris said the Africa Command's mission revolves around three "D's" â€" defense, diplomacy, and development. The command deals with problems in Africa that have global implications, such as piracy, human trafficking, and terrorism.
The command's theater of operations is immense: 1 billion people in 54 nations spread over 11.7 million square miles, encompassing 800 ethnic groups and 1,000 languages.
