Lehigh Valley Regional Freight Program

Becky Bradley has over 20 years of experience in city, regional, economic development, historic preservation and transportation planning, including significant implementation experience in community revitalization, infrastructure investment, roadway redesign and trail construction.  She has been the Executive Director of the Lehigh Valley Planning Commission (LVPC) since August 2013 and is leading a $2.5 billion regional transportation planning program, as well as balancing the needs of the Lehigh Valley’s rapidly growing population through this organization’s county planning responsibilities. Bradley led the joint effort to combine the LVPC’s general land use plan with the transportation and investment plan through the Lehigh Valley Transportation Study in 2019.  The result, FutureLV: The Regional Plan, is one of the first regional transportation-comprehensive land use plans in the nation and sets the direction for the region for the next 25 years.  FutureLV balances the needs of a rapidly growing region and booming freight economy with environmental, housing, education, technology, health and quality of life goals and was recognized by Governor Wolf in 2021 for “Innovative Planning and Sound Land Use Practices”.  

Bradley also coordinated the adoption of the first bicycle, pedestrian and last feet to transit plan, Walk/RollLV: Active Transportation Plan, launched the expanded Equity and Access to Opportunity analysis and online engagement tool, and finalized the adoption of the nearly $452 million 2021-2024 Transportation Improvement Program, all while managing development proposal review for nearly 10,000 new housing units and 40 million square feet of commercial/industrial in the last five years.  In 2021 Bradley and her team completed an analysis of the region’s housing and jobs market in partnership with the Federal Reserve Bank of Philadelphia and Lehigh County. For her work to date at the LVPC, Bradley received the National Association of Regional Councils’ Walter Scheiber Leadership Award, recognizing her as one of the leading metropolitan planners in the Nation in June 2021.               

Prior to joining LVPC, Bradley was the Director of Planning, Codes and Development at the City of Easton (PA), where she was instrumental in the over $500 million revitalization of the community, including the addition of the Lehigh Valley’s first sculpture trail, the state’s first road diet, three brownfield redevelopment projects and the opening more than 60 restaurants and shops.  Bradley serves on Pennsylvania’s Transportation Revenue Options Commission and Delaware Basin Water Resources Committee.  She is an avid transit, walking and rolling advocate, and member of the Lehigh and Northampton Transportation Authority Board of Directors and LINK Trail Partnership.  She’s a member of the Greater Lehigh Valley Chamber of Commerce’s Board of Governors and the Lehigh Valley Partnership, supporting collaboration and coordination with the region’s business community.            

She holds a Bachelor of Science in Historic Preservation from Southeast Missouri State University and a Master of City Planning degree from University of Pennsylvania.
