Brandon Garrett is the new Chief of Staff for the City of Council Bluffs and has been the Community Development Director for the City since 2017. The 1st Avenue multi-use trail project is a major component of that "FIRST AVE" vision. The trail was first adopted as a component of the 2015 West Broadway Corridor Plan and we are now implementing that piece.
