Our Donation Guidelines are as Follows:

Requests for donations will normally be given the following priority:

1.  Community health, benefit and advancement: ex PRH (David Kampe Tower, Soupateria, Community Center, Mental Wellness mind up program.
2.  Community Organizations that benefit community.  Previous examples, Search and Rescue, Shatford Learning Center, Rotary Marina Way Disc Golf Course.
3.  Other:   Includes regional, provincial or national campaigns on request:  RYLA / Youth International Exchange.
 
The preferred area for donations should be within the City of Penticton.
 
  • consideration will NOT normally be given to requests that are sent in a form letter;
  • requests for personal medical assistance or financial problems will NOT be considered;
  • projects that benefit only one person or family will NOT be considered;
  • contributions will NOT normally be made to Annual Campaigns, i.e. Heart, Cancer, and Diabetes Associations;
  • contributions will NOT normally be made to fund or pay administrative costs / loan payments, pre-planning costs to start new projects
  • An inquiry may be made to determine if the request is from a group which has received grants from any other organization and as to the financial efficiency of the group.

APPROVAL OF COMMITTEE RECOMMENDATIONS BY THE BOARD:
 The Board of Directors will retain the discretion to make the final decision as to the amount of any donation.  The committee may suggest a specific amount or a range for a grant.
The Board may ask the committee to review and reconsider a recommendation.
 
POLICY FOR REQUESTS FOR ASSISTANCE OUTSIDE OF THE CITY OF PENTICTON:
From time to time the Board or the President may refer a special request to the Community Service Committee for consideration.    Issues such as the Fort MacMurray Fire is an example.

The Committee will consider the merits of the request from a number of perspectives keeping in mind that this will be a matter for which the Club has not budgeted any funds and for which only limited funding will likely be available.  The Committee should consider whether the request has support from other Rotary Clubs and whether the funding, if granted, will be distributed through a local Rotary Club or with other appropriate oversight.

The Committee should consider whether the funding may be a duplication of other relief from other charities and service organizations and whether the party in need may have recovery from other sources such as insurance, government programs or litigation.  The Committee should consider whether the funding will go to a substantive need and provide ongoing benefit or may be necessary for short-term humanitarian reasons.

As best it can the Committee shall consider whether the merits of the request should take precedence over local matters funded by the Club or the International Projects supported by the Club.  From a cost-benefit analysis perspective will a donation of $500-$1500 to a national campaign provide as much overall benefit as a similar donation to one of our local or international projects that may not have access to other funding.

The Committee may also consider making a recommendation that any donation, if made, be in lieu of some other donation that the Club might otherwise have made, i.e., Shelterbox, or make a recommendation that although a donation is not recommended that the Club support an event, presentation or individual effort by a Club member to raise funds for the request.
 
ALL DONATIONS, WHETHER FOR MATTERS INSIDE OR OUTSIDE OF THE CITY OF PENTICTON, WILL BE CONSIDERED AND MADE IN A MANNER CONSISTENT WITH THE GUIDELINES AND PRINCIPLES OF ROTARY INTERNATIONAL.  ALL DONATIONS ARE SUBJECT TO REQUESTS FOR APPROPRIATE FINANCIAL DISCLOSURE AND APPLICANTS MAY BE REQUIRED TO COMPLETE AN APPLICATION FORM AND ALSO TO PROVIDE A STATEMENT AS TO THE PROPER DISBURSEMENT OF ANY DONATION THAT IS GRANTED.
