BBCO is a strictly non-partisan public policy research organization that conducts extensive meetings statewide to gather citizen views on perceived state issues that need to be addressed either through legislation, legislative referred initiatives or citizen’s initiatives. Since the last general election, BBCO has been conducting those meetings on three closely interrelated and controversial pieces of past legislation, namely the Gallagher Amendment, the TABOR Amendment and Amendment 23, all of which place serious and conflicting limits on Colorado’s state budget.
 
It is critical to know that BBCO does NOT conduct its research and citizen discussions to advocate explicitly or implicitly for ANY position on the issues it is researching. Rather it simply provides an overview of the perceived issues and asks each participant for their confidential choice electronically among options ranging from (1) Do Nothing to (2) Complete Repeal.
 
BBCO is governed by an executive committee consisting of a balance of Independents, Republicans and Democrats that mirrors the Colorado electorate. These highly respected leaders have come together to find non-partisan solutions to issues that Colorado is widely perceived to need to consider addressing in one way or another. The citizen meetings are by invitation only, are intended to represent the full range of political views and consist of persons who are perceived as opinion leaders in their communities,

Reeves Brown is an independent public policy consultant and Project Manager for the “Building a Better Colorado” project, a non-partisan effort to engage Coloradans in a constructive conversation about how to improve their state and seek consensus public policy recommendations to that end.

Reeves served on Governor John Hickenlooper’s cabinet as Executive Director of the Colorado Department of Local Affairs (DOLA) from 2011-2015. DOLA provides technical assistance on all aspects of local government administration, housing solutions, and property tax administration.

Prior to his appointment at DOLA, Reeves served as the Executive Director of CLUB 20, a non-profit political advocacy organization representing the diverse interests of the 22-county Western Colorado region. He also served as the Executive Director of the Colorado Cattlemen’s Association and oversaw the creation of the Colorado Cattlemen’s Agriculture Land Trust (which has led to the protection of over 2 million acres of agriculture land nationwide).

Reeves grew up on his family’s 5th generation cattle ranch in eastern Montana and later received a B.S. in Agriculture Business and a minor degree in Economics from Montana State University. Having spent his formative years working in and around cow manure, Reeves feels that he is uniquely qualified to work in the public policy arena.

Reeves and his wife, Dianne, have four children (Kyler, Keaton, Seve and Abigail), a cat with an attitude, and a grateful heart for God’s boundless grace.
