Governor Vincent chose to hold his District Conference at Atlantic City where Conferences had been held by a number of earlier Governors of our District both as District #749 and earlier. Atlantic City was preparing in 1978 for the rebirth of the city and the coming of the casinos. This revival occurred shortly thereafter. The excitement of the coming era was apparent at the time of Governor Vincent's Conference, as the attendees at the Conference could both savor the history of the past of this great resort city and also contemplate the future events that were planned.

Surrounding himself with a fine staff of Harold Spaeth as his Secretary, Joe Cooper as his Assistant Secretary, John Hartman as his Treasurer, and Tony Marino as his Chief Rep along with his being the nominee for Governor for 1978- 1979, Governor Vin led the District in a busy year of activities, which included a Rotary Information Institute held at Gene Boyle's at Clifton, the Rotary Vocational Seminar held at the Waldorf Astoria in New York, the District Interclub meeting hosted by the Fair Lawn Club at Paramus, the District Football Game held at the Rutgers Stadium, and the President's Ball held at the Westmont Country Club in West Paterson.

The District continued to actively support the Rotary Foundation and the Walter Head Foundation, and Governor Vin added in his year a District Film Library.

The International Convention was held in Tokyo, Japan this year, and Rotary International had Jack Davis, from Bermuda as the President, who used the motto of Rotary of "Service Above Self' as his theme.

Governor Vin served as a young Governor in his year as Governor and this was reflected in an active year for our youth activities.
