Please read the "District 5890 2018-19 Global Grants Guidelines" as it may very well answer your questions about Global Grants.
 
I must add that as of the 2018-19 Rotary year the Rotary Foundation is requiring that any Humanitarian or Vocational Training Team Global Grants must, I repeat must, have a needs assessment performed prior to applying for the Global Grant.
