Last Week's Meeting - Oct. 19th

Our last program was provided by Rotarian Steve Singletary. Brian Griffin introduced Art Wood as our speaker. Art Wood is the Chairman of the Hillsborough County Charter Review Board (CRB). Art spoke to the club on the history and function of the Charter Review Board. The CRB was born out of the “turmoil” in 1980’s Hillsborough County Government when several Commissioners were less than ethical and some went to jail. The CRB was designed to be another “checks and balance” for the county government. The Charter that is currently in place is an outstanding document to help govern the county. The Charter is reviewed every 5 years. The Charter Review Board is appointed every five years, per a mandate by the Hillsborough County Charter, to conduct a comprehensive study of any or all phases of county government. The Board of County Commissioners selects its 14 members. Each commissioner (4 district commissioners and 3 “at-large” commissioners) appoints two members from their district, none of whom can be an elected official. The board will hold two public hearings for any proposed amendments to the charter. Proposed amendments to the charter must be approved by two-thirds of the Charter Review Board members, and then voted upon in a public referendum. The Charter Review Board is currently in session and holding monthly meetings. The Charter Review Board welcomes your comments and will consider presentations from individuals, groups and organizations. There are only three ways to change the charter; 1: by a super majority of the commissioners – 5 of the 7 commissioners can change it. 2: The Charter Review Board can make changes when 10 of the 14 members agree. 3: A Public referendum with 50%. One of the issues they discussed were term limits for commissioners. Currently the term is for 8 years. If a commissioner takes an 8 year “at-large” term he is then able to take an additional 8 year term as commissioner. In effect, he could have a commissioner position forever, if the public continues to vote for him. The CRB voted to leave it to the voters to make the decision on the next ballot. The board has also looked to expand rights against discrimination (LGBT and sexual orientation) by changing the wording and bringing the language up to date. The CRB looks for input from the public and urges people to get involved in local politics because this is where you can truly make a difference.

Rotary honors six women for leadership and humanitarian service
Rotary President K.R. Ravindran has named six Rotary Global Women of Action for 2015. Nigeria sees no wild polio cases for one year
Today marks one year since Nigeria last reported a polio case caused by wild poliovirus, putting the country on the brink of eradicating the paralyzing disease. The last case was reported on 24 July 2014 in the northern state of Kano. If no cases are reported in the coming weeks, the World Health Organization is expected to remove Nigeria from the list of countries where polio is endemic, leaving just two: Afghanistan and Pakistan.
